Plastic surgery, a large loss or weight gain can radically change the appearance of a person. The incongruity of a photo with a new image can make it difficult to identify an individual. Therefore, as experts explain, citizens have the right to replace their passport in connection with a change in appearance. But this is exactly a right, and not a duty.
As noted in the press service of the Federal Migration Service of the Russian Federation, in the departments of the department, citizens often turn to the issue of replacing the passport due to plastic surgery, mechanical damage to the face, burns, etc. In this case, the applicants provide a medical document confirming the fact of the operation. The Unified Portal of Public Services informs about the fact that the change in appearance is a reason for replacing the passport. Registration of a new document in this case is possible at any time, and not only within the stipulated replacement terms of 20 and 45 years.
