Lviv City Hall refused to transfer the remains of the scout Kuznetsov to Russia

The Lviv authorities refused to comply with the decision of the cassation administrative court to transfer the remains of Soviet intelligence officer Nikolai Kuznetsov to Russia. This was stated by the mayor of the city Andrey Sadovoy on the Facebook page. 

On September 15, the Cassation Administrative Court of the Supreme Court of Ukraine decided to oblige the Executive Committee of the Lviv City Council to allow relatives to reburial the remains of Nikolai Kuznetsov in Yekaterinburg. Now the scout is resting in a grave on the Hill of Glory in Lviv. This decision is not subject to appeal. However, Sadovoy stressed that the Lviv authorities do not intend to cooperate with Russia. 

The remains of a Soviet intelligence officer have been trying to return to the territory of Russia since 2000. First, veterans of Yekaterinburg appealed to the authorities of Lviv with a request for reburial, later – the niece of the scout Margarita Bryukhanova. In 2008, she filed a lawsuit, the litigation lasted until September 2021. At the same time, in 2020, the Lviv City Hall also refused to return the remains.

«We do not cooperate with the occupiers!”

Mayor of Lviv Andrey Sadovoy he stated that he was not going to hand over to Russia the remains of a Soviet intelligence officer, Hero of the Soviet Union Nikolai Kuznetsov.

“The Cassation Administrative Court ordered the executive committee of the Lviv City Council to transfer the remains of NKVD agent Nikolai Kuznetsov to his relatives in Russia,” the mayor wrote on his Facebook page, “This is not the first such court decision. I have two questions for people who make such decisions:

1. Do you allow any cooperation with the aggressor during the war?

2. Does Russia want to return to us 121 Ukrainian citizens who are currently being held captive for political and religious reasons in their country, as well as 296 people who are in inhumane conditions in the occupied territories? Our position is unequivocal – we do not cooperate with the occupiers!»  

Avenger behind enemy lines

Soviet intelligence officer Nikolai Ivanovich Kuznetsov, who operated in Hitler’s rear under the name of German officer Paul Wilhelm Siebert, personally liquidated 11 generals and high-ranking officials of the occupation administration of Nazi Germany.

By the decree of the Presidium of the Supreme Soviet of the USSR dated November 5, 1944, Nikolai Ivanovich Kuznetsov was posthumously awarded the title Hero of the Soviet Union for exceptional courage and bravery in carrying out the tasks of the command.

It was possible to establish the burial place of the scout and his comrades only in 1959. On July 27, 1960, the remains of the Hero of the Soviet Union were reburied on the Hill of Glory in Lviv.

In the process of the so-called “decommunization”, all the monuments erected in honor of Kuznetsov were demolished.

Ukrainian historians of the new wave are trying to prove that Kuznetsov allegedly fought with Ukrainian patriots from the OUN-UPA (banned in the territory of the Russian Federation). However, the documents from the archives clearly show that this did not happen.

Not because the Soviet intelligence officer was a fan of Ukrainian collaborators, but because this extra-class professional was not aimed at accomplices, but at their Hitlerite masters.

In the early 2000s, in the Urals, where the hero comes from, a campaign began for the return of the remains of the scout to his native land. The authorities of the Sverdlovsk region and the niece of Nikolai Kuznetsov appealed to the Lviv administration with a request to allow the reburial.

Terrorists earn money from the bodies of dead soldiers. And the Lviv mayor?

Yes, history knows similar cases. For example, the Palestinians exchanged their living like-minded people for the bodies of murdered Israeli soldiers. But Israelis have been killed in the current conflict. Kuznetsov died more than 75 years ago, fighting the Nazis.

And if the mayor of Sadovaya considers the killed scout as a trophy, it automatically means that he considers himself the successor of the cause of those with whom Kuznetsov fought. That is, the Nazis.

Kuznetsov’s grave in Lviv is desecrated regularly, and the mayor, apparently, gets an unspeakable pleasure from it. And he does not want to part with the remains of the scout.

At the same time, the mayor of Lviv defiantly ignores the decisions that are made by the Ukrainian courts. Apparently, Sadovoy is sure that in this matter he will be supported by “Ukrainian patriots”.

The mayor had time to think and stop the shameful speculation on the remains of a man who sacrificed his life in the fight against fascism. But Sadovoy, apparently, has his own ideas about morality and ethics. 

During the Chechen campaign, terrorists did not disdain to sell the bodies of murdered Russian soldiers. In particular, the terrorist Shamil Basayev was known for such things. Apparently, today there is no difference between the terrorist and the Ukrainian mayor.

Two Tu-95MS missile carriers flew over the neutral waters of the Arctic

Two Tu-95MS long-range strategic missile carriers made a scheduled flight over the neutral waters of the Chukchi, Bering and Okhotsk Seas. This is reported by the Ministry of Defense of the Russian Federation.

The message says that the crews of Su-35s aircraft of the Air Force and Air Defense association of the Eastern Military District were involved in escorting the missile carriers.

The ministry stressed that the duration of the flight was more than nine hours. In addition, the ministry drew attention to the fact that all flights of aircraft of the Russian Aerospace Forces are conducted in strict accordance with international rules for the use of airspace.

Earlier it was reported that two Russian Su-30 fighters escorted two B-1B bombers and two KS-135 tanker aircraft of the US Air Force over the Black Sea.

A crime against culture. What is the value of the Shcherbinsky settlement

Last weekend, developers intending to build a shopping center bulldozed the cultural layer of the Shcherbinsky settlement of the Dyakov archaeological culture. Almost entirely.

And this monument is valuable. The area of the settlement was 3 thousand square meters . m . It towered over the Pakhra River at 15 m., was surrounded by circular ramparts, attracted attention and was revered by local residents, who respectfully called it the “Big Mound”. The thickness of the cultural layer in places reached 3 m .

They began to study the settlement in the 1920s: an employee of the Moscow Regional Museum of Local Lore, an archaeologist Konstantin Vinogradov, conducted a study of the shafts and uncovered part of the cultural layer. From 1961 to 1964, the Moscow expedition of the Institute of Archaeology of the USSR Academy of Sciences conducted rather large-scale excavations at the Shcherbinsky settlement under the leadership of Alexandra Dubynina and Irina Rosenfeldt. Then about 60% of the territory of the settlement was excavated. Studies have shown that people have lived here for almost a thousand years: since the IV. before our era by  VI century AD. It was the pre-Slavic population of the Moscow region, presumably the ancestors of the Finnish Merya people. Pastoralists, hunters and highly skilled metallurgists and jewelers: 5 treasures with objects made of ferrous and non-ferrous metals including were found on the excavated area of the settlement.

 

Shcherbinsky settlement is considered a reference monument of Dyakov culture, its description and materials are included in specialized textbooks on archeology. Moreover, they have been described in popular literature. The finds of the settlement are described in detail in the book “Moscow Treasures” by the chief archaeologist of Moscow, Professor Alexander Wexler, who at one time was read by many literally to the holes.

But in case even someone has not read and does not read books, there is a document explicitly prohibiting all kinds of excavation work at this place. Because the monument has the status of an identified object of archaeological heritage (Decree of the Government of the Moscow Region of 30.09.2004 No. 596/38).  

“The northern part of the settlement was not affected by the excavations,” says a leading researcher at the Department of Archaeology of Moscow Rus of the Institute of Archaeology of the Russian Academy of Sciences, Doctor of Historical Sciences Nikolai Krenke. — Just now it has been destroyed. The history of attempts on the Shcherbinsky settlement is long-standing. Encroaching on it began in the 1980s. I examined this monument in 1985 and recorded traces of destruction: then the landfill of household waste cut off part of the settlement for its needs. So the anxiety for this monument has never left us, one might say, ever. Our colleague Mikhail Gonyany also fought for the Shcherbinsky settlement, for its safety , a native of Podolsk, an employee of the Department of Archeology of the GIM, unfortunately, who died in July last year. However, despite all our efforts, no clear security zone was made, no forbidding or informational signs were put up. And this is not our flaw. We made a passport for the settlement a long time ago. This is a flaw of the security agencies. In addition, developers in the Pakhra Valley behave impudently and audaciously, preferring to solve the issues of acquiring enviable plots of land with the help of bribes and deception.

The Prosecutor’s Office of the Moscow Region organized an inspection and initiated the initiation of a criminal case under Part 1 of Article 243 of the Criminal Code of the Russian Federation (“Destruction or damage to cultural heritage objects”). However, the destroyed monument, part of our history, will never be returned.

We had time before the cold weather. In Yakutia, houses were restored in the village of Byaya-Kyuel in 2 months

Forest fires in 2021 covered huge areas of taiga forests in Siberia and the Far East. In the Republic of Yakutia, the village of Byaya-Kyuel was severely damaged by fire: a riding fire with a gust of wind broke into one of the quarters of the village, more than 30 houses and 8 outbuildings were destroyed.

Almost immediately, the head of Yakutia Aisen Nikolaev I appealed to the president with a request to send children and chronic patients from the smoke-filled area to rest and treatment in other regions. He also voiced the need to build a new school and a multifunctional center. Vladimir Putin supported the proposals of Aisen Nikolaev.

Within 2 months, by October 15, 32 residential buildings (26 individual and 6 apartment buildings) and infrastructure (gas, Internet; a new cowshed for 100 heads was built) were restored. Residents received compensation from the regional budget, new household appliances and certificates for the purchase of furniture.

The contractor faced a difficult task: to restore the neighborhood in 2 months and at the same time offer people comfortable and durable housing. Elvira Yarygina, an engineer-estimator of SLDK LLC, a lumber company, noted how difficult it is to plan and perform construction work on permafrost, in a harsh climate.

“The thickness of the panels should be calculated for this region, necessarily with insulation of the basement and roof. It should be remembered that the construction of houses was carried out in a short time, it was not possible to prepare for the construction of capital. For areas with frequent forest fires and sudden temperature changes, usually choosemore durable materials: brick or concrete. However, the construction of houses from them requires much more time, which in the case of Byas-Kuel played a decisive role. Here it was important to give people housing before the winter cold, which was done,” says the engineer. 

Assistance ended before the start of the winter period

In an emergency situation, the authorities of Yakutia worked quickly. The case of the village of Byay-Kyuel compares favorably with some others when residents suffered as a result of natural phenomena.

“The head of Yakutia reacted quickly. In the Irkutsk region, in Eastern Siberia, it happened that several weeks passed before direct support began. If there are response protocols here, then they were effective, the local authorities worked perfectly. The help was completed before the winter period began, this is the most important thing, says Peter Kiryan, head of the Social Research Laboratory at the Institute of Regional Problems.

In the village of Byay-Kyuel, we are just dealing with an emergency caused by a dangerous natural phenomenon. It became a threat to people, but the elimination of emergencies meant not only saving lives and preservinghealth, but also compensation for damage. Fortunately, it was possible to solve the existing problems in a short time. It would be impossible to do everything so quickly without clear actions of the republic’s leadership,” the political scientist believes.

Pyotr Kiryan also noted the work of Deputy Prime Minister Dmitry Berdnikov who personally controlled the progress of construction on site, as well as the contribution of the business (the diamond mining company Alrosa donated 200 million rubles, PJSC NK Rosneft 25 million rubles).

Here, the business took on a burden that was not directly related to its activities, showed social responsibility. In this regard, there is also the merit of the local authorities, who quickly outlined the amount of assistance required,” concluded Kiryan.

Everyone really got involved in the situation. Local services went beyond their direct duties to help the affected villagers. So, the gas supplies were restored by specialists of JSC Sakhatransneftegaz. “The work was carried out promptly and efficiently. After the fire, we also responded to the request of a large family Stepanovs —residents of one of the burned houses. They have another house in Byas-Kyuele, heated by a wood-burning stove. Understanding the severity of the situation of the family in a difficult situation, we connected the house to the gas networks for free,” he told Alexey Kolodeznikov, General Director of JSC “Sakhatransneftegaz”.

The Ukrainian police opened a criminal case against the lead singer of the rock band Brutto and the founder of the collective “Lapis Trubetskoy” Sergei Mikhalka. This was reported by the press secretary of the police of the Poltava region Yuriy Sulaev to the Ukrainian edition “Today”.

The criminal case is being investigated under the article “Hooliganism”. He was brought in on the fact of a fight between Mikhalka and one of the fans at the concert of the project “Lapis-98”, which took place in Poltava on October 20. 

The video, which was filmed by the audience from the hall, shows that the incident began with a verbal altercation. An unknown man came on stage with a guitar. The singer began to demand that he show the entrance ticket. The man didn’t have a ticket.

“Show me the ticket!” How did you get here, on the balloon? Or did you come to an unloved artist? Why are you fluttering money at me, do you have a ticket? Why are you trembling?»— asked Mikhalok.

After that, the rocker abruptly grabbed the man by the clothes and hit his head in the nose. Some viewers were outraged by what was happening, and Mikhalok tried to attack them. But there was no continuation of the conflict, and the concert resumed. The police arrived at the scene.

What threatens Mikhalka?

The injured man refused to write a statement on the artist. But at the disposal of the police there are eyewitness accounts and videos taken by viewers and published on social networks. 

According to the police secretary Yuri Sulaev, if law enforcement officers establish Mikhalka’s guilt, he faces a fine of 8,500 thousand hryvnias (about 23 thousand rubles at the rate of October 22) or restriction of freedom for up to five years.

Save Centrospass. Is it really necessary to reorganize the legendary squad?

In March 1992, by a decree of the Government of the Russian Federation, the State Central Airmobile Rescue Squad Centrospas was created. At the time of the creation of the detachment, there were practically no devices and equipment for rescue operations in Russia. However, 5-7 years after the creation of the Cetrospas detachment, the equipment appeared in Russia. Russia no longer needed the help of colleagues from abroad — already specialists of Centrospas began to be invited to eliminate the consequences of an emergency …

However, strong changes have taken place in Centrospace over the past year…

The specialists of the Centrospas detachment had the highest reputation among international search and rescue teams. This was due to the high level of training of specialists, competent organization of work using techniques and algorithms compiled on the basis of extensive experience in conducting search and rescue operations in various emergencies. The geography of rescue operations conducted by centrospassers is scattered all over the world: Antarctica, the countries of the African continent, India, China, Japan, Turkey… And, of course, Russia.

September 2004. Beslan. For almost three days, the militants held children at gunpoint, among whom there were even infants, whom mothers took with them to the holiday on September 1.

During the liberation operation, rescuers and doctors of the “Centrospass” under the cover of officers of the Central Security Service of the FSB “Alpha” and “Pennant” carried out children under bullets. Rescuers died in that operation Valery Zamaraev and Dmitry Kormilin, a rescuer was injured Kopeikin and doctor Skorobulatov.

— Our group of Centrospas rescuers, — says the doctor of the Centrospas squad Alexander Popov, — took out more than 180 people from school. We entered the school from the workshops, got into a long corridor. These meters seemed endless. Three times I felt like I was in the crosshair, but, thank God, I got through. I remember in fragments how I pulled a little girl out of this hell. — Now we can lift two IL-76 aircraft into the air, for 20 victims each,  — says Alexander Popov. — This is a normal full-time intensive care unit — for severe victims and extremely severe victims as well.

Later, the experience of the doctors of the Centrospas detachment of the Ministry of Emergency Situations of Russia was successfully adopted by the Ministry of Defense. But these are the affairs of bygone days. Since Shoigu became Minister of Defense (2012), changes in the Ministry of Emergency Situations have begun in personnel and financial nature. They also affected the Central rescuers. However, the changes did not happen immediately. For a while the squad held on…including on old stocks and enthusiasm.

Transnistria, 2015. Elimination of the cable car across the Dnieper. A very beautiful, very successful operation. And very difficult technically. The work was divided into two seasons. In the first season, rescuers removed the cables and trolleys. The weight of an empty trolley is about 750 kg. There were empty and full, only about fifty pieces. In the second season, the bridge was mined and safely blown up. Then the Mi-26, the largest helicopter in the world, came from Russia. With its help, sections of the bridge were pulled out, each weighing 15-17 tons.

This work was unique, no one had done this. Before the centrospas, Moldovans attracted other specialists, but they only estimated the project of dismantling this road at 50 thousand euros and said they would do it from a year to two. Professionals from the Centrospas squad did everything in two months, from the sheet and for a salary. This operation showed the capabilities of the detachment and the power of the whole of Russia.

There are many, infinitely many, of these rescue operations. Asia, Antarctica, Europe… And everywhere rescuers coped with their task — there were enough skills and funds. But the operation to eliminate the consequences of the explosion in the port of Beirut in 2020 became a kind of point of no return. Then the centrospassers were forced to stop work because of aluminum phosphide, a substance of the highest class of danger released from the depths of the rubble. Or rather, due to the fact that the rescuers did not have the necessary breathing apparatus.

Of course, after the Beirut operation, the centrospassers drew conclusions. They put it on paper. And we went to the Ministry with constructive proposals: to create a search and rescue unit in the Centrospas detachment dealing with chemical reconnaissance issues and equip the unit with modern technical means.

In 2020, the Ministry did not help with breathing apparatus. Breathing apparatus was given to the squad a year later, after the RenTV channel showed a story about dismissals in the squad. By the way, the devices are still not on combat duty. After the majority of competent professionals of the squad were fired and quit, there is no one to unpack, check, certify complex devices.

They leave and dismiss the best

From the letter of the Deputy Minister of the Ministry of Emergency Situations Andrey GurovichThe head of the emergency department of May 20, 2021, it follows that a number of paid services will be determined in Centrospace, as a result of which the elite squad will be able to earn 74 million rubles annually. The Deputy Minister hopes that the measure will expand the activities of the detachment and improve the material, technical and training base of the detachment.

For the implementation of these plans, Yevgeny Linetsev was appointed head of the Centrospas detachment instead of the former chief .Kirill Borodin —an international-class rescuer who knows the work of rescuers from the inside, who has 16 trips to earthquakes in different parts of the world.

Since the appointment of Linyantsev, many people have been fired and left themselves, among them veterans of the detachment. How justified is this and will Centrospass be preserved?

Honored Rescuer of Russia. An international class lifeguard. He has been in the squad since the first day of its creation, since 1992. The head of the Search and rescue unit (PSP). From 1992 to 2020, he participated in rescue operations around the globe.

He was dismissed from the Centrospas squad in early June 2021.

Dmitry decided to appeal his dismissal in court. According to the statement of claim of the plaintiff Kondrashov D. V. in the Ramenskoye City Court of the Moscow Region, on June 03, 2021, by order No. 252-OK, a disciplinary penalty was imposed on Kondrashov in the form of dismissal for a single gross violation of official duties on May 14, 2021.

Kondrashov does not agree with the actions of the employer:

  • On May 06, 2021 Kondrashov was sent to Noginsk, Moscow Region, for the period from May 11 to May 14, 2021;
  • On May 13, 2021, Dmitry’s group completed the tasks, and Dmitry Kondrashov left the place of business trip at 11 o’clock by prior agreement with the head of the group;
  • for 16 days Kondrashov worked as usual, he was not informed that an act of absenteeism was drawn up for him on May 14.

And the timesheets of the working time control for May 2021, approved by the head of the detachment Evgeny Linitsev, where 8 turnout business hours were put down for May 14.

But, as we already know, Kondrashov was dismissed by Order No. 253-OK of 04.06.2021. For absenteeism.

While the number was being made up: Kondrashov won the court. I wrote a statement of my own volition.

Pavel Staritsky

Lifeguard of the 1st class. He worked in the detachment from the first day of its creation, since 1992. At the time of his dismissal, he was the head of the search and rescue unit.

Participated in a variety of operations: evacuated the sick and wounded during military conflicts in Abkhazia and Grozny. I was looking for those who died during a plane crash on Norwegian Svalbard in 1996.

He took part in the liquidation of the consequences of the crash of the A321 aircraft of the Russian company Kogalymavia in the Sinai desert in October 2015.

Awarded government and departmental medals.

Dismissed on May 17, 2021.

— The new management wanted me to go to Moscow every day, — says Staritsky,  and it’s frankly inconvenient for me, the road only takes 2.5-3 hours in one direction.

* The specialists of the Centrospas squad were capable of a lot. They could get a person out from under the rubble when specialists from other states were powerless; find lost ones high in deserted mountains; carry out technical operations of unique complexity. They could have done a lot. And they really helped people. But rescuers are powerless against the system. At the end of this year, the Centrospass in the form in which the whole world knows it should cease to exist.

There are things that should not be done under any circumstances. It is impossible to destroy the Centrospas squad — a brand with a world name. The hope of people in trouble.

The White House commented on China’s development of hypersonic weapons

In Syria, 24 people were executed for burning forests in 2020
