The Ministry of Internal Affairs: the number of murders and street crimes has decreased in Russia

From January to August of this year, 0.8% fewer crimes were registered in Russia than in the eight months of last year, according to the Ministry of Internal Affairs of Russia, which published statistics on the state of crime in the country.

In particular, the number of murders and attempts on them decreased by 8.4%, the facts of intentional infliction of serious harm to health decreased by 11.9%.

The number of robberies decreased by 19%, robberies by 18.5%, apartment thefts by 18.3%, vehicle thefts by 25.8%.

Also, during the specified period, the number of crimes committed by minors and with their participation decreased by 16.7%. There were 7.4% fewer criminal acts committed by persons under the influence of alcohol, and 9.1% less by persons under the influence of drugs.

There were 7.2% fewer street crimes. In parks, squares and on the streets of settlements, 23.3% less robberies, 5.1% less thefts, 17.3% less robberies were registered.

In the family and household sphere, the number of facts of intentional infliction of serious harm to health decreased by 4.3%, causing moderate harm to health by 8.9%, light harm to health by 3.3%.

In addition, it is reported that the growth of the number of registered crimes committed using information and telecommunications technologies has slowed down. So, by the first quarter of the year, their number increased by 33.7%, and for 8 months – by 12.7%.

Earlier, the Ministry of Internal Affairs told about the work on the creation of a bank of biometric data of citizens, which should end no later than 2023.

The psychologist revealed the relationship of depression with the lack of physical activity in children

Boys who did not exercise in early childhood are more likely to suffer from depression than those who experienced regular physical activity during this age period. This is reported in a study by a psychologist-educator from the University of Montreal, Marie-Jose Harbeck. The work was published in the Journal of Developmental & Behavioral Pediatrics.

Harbeck tried to establish a long-term relationship between sports and symptoms of depression and anxiety. The study was conducted among boys and girls aged 5 to 12 years. In addition, he studied the symptoms of emotional disorder in children aged 6 to 10 years.

To prove his theory, he began monitoring 690 boys and 748 girls in Quebec city. As a result, it turned out that boys who did not play sports at the age of five were more likely to look unhappy and tired at school. The military of the Russian Federation and Mongolia held the first training session at the Selenga-2021 exercise

The military of Russia and Mongolia conducted the first joint training at the Mongolian training ground “Doityn Am”. It was held as part of the Selenga-2021 exercise. This is reported by the press service of the Ministry of Defense of the Russian Federation.

This summer, Transmashholding (TMH) presented to passengers the head car of the train of the new modification “Oriole 3.0″. “Oriole 3.0” is a promising car, its interior, as well as the number of seats, may change depending on what requirements the future customer will present. And the number of cars can vary from 4 to 12.

The technical solutions used in the design ensure smooth running, low noise, fast acceleration and braking, which reduces the time of passing the route. The composition is capable of accelerating up to 160 km/h with an acceleration of up to 1 m/s (this is +10% compared to the previous modification). The direction of movement is changed in 1-2 minutes.

There are 35 seats in the head car, 72 in the trailer car. But the layout of the seats can be changed if you need to increase the number of passengers. This, according to Ivankin, can attract many regions to the project of increased comfort “City train”.

Clean air

The passenger seats themselves are also modified: they have become more ergonomic, there is support for the lumbar and shoulder belts, armrests, as well as USB and Type-C connectors, so necessary for owners of modern gadgets. At the same time, Internet access is assumed in the cars.

But something is also inherited from previous modifications of the Oriole, for example, wide entrance doors, as well as a through passage between the cars, which allows passengers to evenly occupy seats throughout the entire interior of the train. These amenities received a positive rating from 95% of the passengers of the MCD.

“In terms of comfort, the Ivolga 3.0 model is very modern trains,” says the deputy director of the scientific and educational center “Digital High-speed Systems” of the Russian Open Academy of Transport Alexander Chekmarev. They meet all the requirements for rolling stock engaged in the transportation of passengers, which are imposed in our country and the Customs Union.

The new electric trains will be equipped with a digital control system and a system for diagnosing the technical condition of the main components and systems, it monitors more than 300 parameters in real time.

The developers also thought about the epidemic realities of our days, installing an air conditioning system with the function of air disinfection. With the help of high-power ultraviolet lamps, it makes bacteria and viruses harmless to humans.

Of course, the new cars are adapted for the passage of passengers with limited mobility and passengers with children.

Among other amenities are handrails with a warm coating and a two-tier structure, adaptive lighting (the light temperature varies depending on the time of day), the ability to place bicycles in the head cars and install vending machines and coffee machines. The new cars were created by domestic designers, and almost 95% of the components in them are Russian-made. They are produced at the Tver Carriage Building Plant, which is part of TMH. Specialists of the company’s strategic partner, the National Center for Industrial Design and Innovation 2050.LAB, worked on the design of a new modification of the electric train.

“One of the tasks of our designers was to create a good mood for people. We chose a new color scheme of light, yellow tones, which would create a joyful atmosphere and correspond to this wonderful name “Oriole”     bird of joy. On our train, people often go early in the morning and when they return from work, that is, wewe must create a positive emotional mood for them, which will meet them in the morning and accompany them home in the evening. We were very attentive to the color scheme of the interior, textures, specially designed a texture that would emphasize the fabric of the seats, its characteristics and quality, ” says Evgeny Maslov, chief designer of TMX .

Since the designers are well aware of the Russian transport system, according to Maslov, they are very mobile in designing and can quickly respond to new passenger requests.

The Cabinet of Ministers approved the right of regions to introduce their own rules for keeping animals

The Government of the Russian Federation supported, taking into account the comments, the bill of a group of senators on giving regions the right to establish additional requirements for the maintenance and walking of pets. This is reported by TASS with reference to the official review of the Cabinet of Ministers.

The project was submitted to the State Duma in June by senators headed by the chairman of the Federation Council Committee on Agrarian and Food Policy and Environmental Management Alexey Mayorov. The authors of the document proposed to give the state authorities of the subjects of the Russian Federation the right to establish rules for walking and keeping pets, in addition to those prescribed in the law “On responsible treatment of animals”.

In particular, the document stipulates that such requirements should be aimed at ensuring the safety of citizens, animals, the safety of property of individuals and legal entities, ensuring proper care for pets and preventing cruel treatment of them, compliance with veterinary and sanitary-epidemiological norms and rules, as well astake into account the climatic conditions of the climatic zones of the Russian Federation, the historical and cultural traditions of the indigenous population. According to the authors of the initiative, currently the law defines only general requirements for keeping pets, and the regional authorities do not have the authority to regulate these issues, although they had the corresponding rights before the law came into force.

The Government of the Russian Federation noted that the draft law should be finalized, in particular, along with the directions of requirements for the maintenance of animals established by the state authorities of the subjects of the Russian Federation, their nature should also be determined. He was born in 1947 in the family of a civil servant. By Afghan standards, Najibullah’s parents were quite wealthy people. Mohammad graduated from a prestigious lyceum, after which he entered the medical faculty of Kabul University. During his university years, he joined the Afghan Marxists, who had just created their own party.

Already being the leader of Afghanistan, Najibullah recalled in an interview that during one of his trips to his father, who served in the province, he, at that time still a lyceum student, witnessed the birth of a woman who occurred during the trip. The woman in labor, who was delivered from the burden literally on the road, was already on her way in twenty minutes.

“I felt some kind of internal push, I was trembling. From “unreliable”to the head of the special service

The young Mohammad was among those Afghans who believed that it was mean to cover up eternal poverty and the lack of basic living conditions with age-old traditions and religion. Najibullah expressed his dissatisfaction with the government, which did nothing to improve the living conditions of people, so actively that he soon became a regular at police stations, receiving the stigma of “unreliable”. After the Soviet troops entered Afghanistan, Najibullah returned, leading under the new leader Babrak Karmal KHAD is an Afghan state security agency. In this hypostasis, he was reputed to be a tough man, but quite effective.

Reconciliation course

After Mikhail Gorbachev came to power in the USSR in most countries of the socialist camp, the process of replacing the former leaders with new ones who share the new course of Moscow has begun. In 1987, Najibullah became the leader in Afghanistan.

The Afghan conflict dragged on, the Mujahideen received significant support from the United States and other countries, and the Soviet leadership felt that it was necessary to move from harsh methods to compromises. Najibullah declared a course for national reconciliation and the rejection of armed confrontation. 

Unlike many other new leaders of the socialist countries, Najibullah was not weak-willed. He was well aware that the opposite camp could regard proposals for peace as weakness, so he was always ready to respond with blow to blow if the Mujahideen ignored his peace initiatives. The militant leaders, who were oriented to the West, did not want peace. But ordinary Afghans wanted it, including those who used to support the Mujahideen. Thousands of former oppositionists laid down their weapons and returned home, tens of thousands of refugees returned to the country.

Najibullah softened his attitude to religion, an Islamic Advisory Council was founded under him, 20 new mosques were built in less than two years and more than 300 old ones were repaired.

An agreement that is not mandatory for everyone

The new line of the government found more and more support among the people. We should not forget that with the help of the USSR, new schools, hospitals, entire residential quarters, industrial enterprises were built. It was hard not to appreciate the advantages of a renewed Afghanistan.

However, the American media continued to repeat: “Najibullah is a Moscow puppet who will fall the day after the Russians leave.”

In April 1988, settlement documents were signed, according to which Soviet troops should leave the territory of Afghanistan, and the United States and Pakistan pledged to completely stop funding the Afghan rebels. On May 15, 1988, the USSR began to fulfill its obligations. As for the United States and Pakistan, their support for the Afghan Mujahideen has not actually stopped, but only began to flow through other channels. On February 15, 1989, the last Soviet units left Afghanistan. 

The story of a betrayal

What happened in 2021, when the Americans left, is well known & mdash; their henchmen lost power in a matter of days.

And Najibullah held on. The Afghan army managed to repel the militants ‘ offensive and stabilize the situation. Moreover, after the withdrawal of Soviet troops, the support of the country’s leader among the population of Afghanistan began to grow.

Perhaps this moment could be a turning point for Afghanistan. It was enough to stop supporting the Mujahideen and force them to negotiate with Najibullah peacefully, and the country could get out of the quagmire of a long-term war. However, in Washington at that moment, watching the destruction of the socialist camp, they dreamed of an unconditional victory in the “Cold War”. And Najibullah’s steadfastness only irritated the White House.

No matter how bitter it is to realize, but Najibullah was betrayed by Russia. Afghanistan did not need the lives of our soldiers, it needed the supply of weapons, ammunition and fuel. This equalized the possibilities, since no one stopped supplying the Mujahideen. President of Russia Boris Yeltsin and his foreign minister Andrey Kozyrev fulfilled the requirements of the United States, stopping all deliveries to the Afghan government from January 1, 1992.

By March 1992, Najibullah simply had nothing to fight with the Mujahideen. He declared his readiness to transfer power to a neutral government. In April, the opposition occupied Kabul. The deposed leader took refuge on the territory of the UN mission in Kabul.

Massacre

Peace in the country, however, did not come. Yesterday’s allies in the war with the “infidels”, the Mujahideen committed a bloody civil strife, challenging each other’s power.

Najibullah has repeatedly warned in his interviews that Afghanistan is waiting for just such a scenario, but no one listened to him. The four-year war of everyone with everyone turned into a victory for the Taliban. The period of their rule in Afghanistan shocked the world with monstrous cruelty and obscurantism. When they captured Kabul in September 1996, they first dealt with Najibullah.

The Taliban did not recognize any international rules and norms. At 1:30 am, they broke into the territory of the UN mission in Kabul, beat up employees, destroyed premises and captured Najibullah and his brother. The former head of Afghanistan defended himself, but what could he oppose to armed bandits? He was brutally tortured for several hours, then his dead body was tied to a jeep, dragged along the ground for two kilometers and hung on a fortified checkpoint at the gates of the presidential palace. The bodies of Najibullah and his brother were subjected to mockery, and these images flew around the world.

Paradise Lost

According to one version, the Pakistani intelligence service, which supervised the Taliban, was involved in the massacre of Najibullah. The border between Pakistan and Afghanistan is not actually marked and runs along the so-called “Durand line”, defined by the British colonial administration. The Afghan authorities have never officially recognized this border, and they wanted to force Najibullah to retroactively sign a recognition document fabricated by the Pakistani special services. However, the Afghan leader refused to do this, despite the torture.

In the quarter of a century that has passed since the death of Mohammad Najibullah, Afghans have experienced the “true Sharia” of the Taliban and the charms of the American presence, and now they are getting used to the “updated” Taliban. But against all this, the times of Najibullah seem like a lost paradise to the Afghans. The Cabinet of Ministers supported the project on extending the maximum service life of generals

The Russian government has approved a bill that allows the head of state to increase the age limit for military service for a marshal, army general and fleet admiral. This is reported by TASS.

“The government of the Russian Federation supports the bill,” the government review says.

The corresponding draft was submitted by President Vladimir Putin to the State Duma in July of this year. It follows from the document that a new contract with senior officers can be concluded before they reach the age of 70 years. Now the maximum age of military service for them is 65 years.

He developed a jump device that allows you to intermittently change frames in a strobe light. And simply & ndash; invented a movie camera. And two years earlier than Auguste and Louis Lumiere. And he shot his first paintings back in 1893 at the Odessa Hippodrome. Doctors and natural scientists thanked Timchenko, but he did not bother with the patent. And quite in vain – the owners of the international network of Lumiere photo stores very soon crushed the entire planet with their authority and their products.

The same year is 1896. In Nizhny Novgorod, the second electric tram in Russia is being opened with great fanfare. The first one was launched back in 1892, in Kiev. It was built by Siemens.
