Legal watch. The authorities listened to the Kazakh human rights defenders

The plot of Kazakhstan today

On the eve of the international non-governmental organization Human Rights Watch (English: “Human Rights Watch”) published a press release on the traces of the tragic January events in Kazakhstan. The red thread in the report is allegations of numerous tortures of citizens by the police. The document has already been commented onIn the Ministry of Foreign Affairs of the Republic, stating that the country is ready for an open dialogue and cooperation with international NGOs. In turn, independent human rights defenders of Kazakhstan ask their foreign colleagues not to jump to conclusions, but to give them the opportunity to establish the truth on their own. «Arguments and facts» dealt with the situation.

“We need to attract an independent public”

The Human Rights Watch report is replete with controversial formulations, for example, such as: “Kazakh security forces arbitrarily arrested peaceful demonstrators, mistreated and tortured some detainees.” In general, the word “torture” (English — torture) the author of these lines met in the HRW document 7 times. At the same time, the “watchmen” themselves admit thatIn the same Alma-Ata, which became the epicenter of the riots, only 12 people were interviewed (for comparison: the total number of detainees in the southern capital during the anti-terrorist operation reached 2,748 people). As you can see, the percentage of respondents is negligible. Nevertheless, Hugh Williamson, Director of Human Rights Watch for Europe and Central Asia He hastened to declare: “The authorities of Kazakhstan must immediately put an end to abuses, ensure the protection of the rights of every detainee and bring to justice those who beat or tortured them.”

The Kazakh Foreign Ministry, commenting on the HRW release, noted that they condemn possible cases of disproportionate use of force, assuring that any information about illegal detention and ill-treatment of detainees will be thoroughly investigated.

“Kazakhstan is committed to all its obligations in the field of human rights protection and is ready for an open dialogue and cooperation with international non-governmental organizations. In particular, an agreement was reached on holding a meeting of the Minister of Foreign Affairs of the Republic of KazakhstanMukhtar Tleuberdi with the Executive Director of Human Rights Watch Kenneth Roth“raquo;,” says the communique of the Foreign Ministry of the republic.

Previously, the President of Kazakhstan Kassym-Jomart Tokayev He welcomed the decision to involve the public in the investigation of possible facts of harsh treatment of peaceful demonstrators.

“Indeed, we need to involve an independent public so that it objectively understands what is happening now and what happened in those tragic days,” Tokayev said in an exclusive interview with the Khabar TV channel, specifying that he knows that the ombudsman Elvira Asimova and well-known human rights activist Zhemis Turmagambetova they visit the pre-trial detention center, finding out the conditions of detention of prisoners in the January case.

“When everything is open, it is difficult to violate human rights”

“Arguments and facts” appealed to Kazakh experts in the field of human rights. According to the Commissioner for Human Rights in Kazakhstan Elvira Azimova, the Human Rights Watch report should still be considered “premature and shallow”.

“Kazakhstan has a National Preventive Mechanism (NPM) for the prevention of torture. It works on a permanent basis, consists of representatives of civil society and specialists in the person of legal advisers, doctors, forensic experts who are not related to the public service. In connection with the tragic January events, the NPM participants have now visited 84 closed institutions, some of them have already visited severalonce. Our task is to maximize the opportunity for people in custody to convey their appeals to the authorities. From social networks, we see that relatives say that people are afraid to apply, talk about pressure on them in the course of detention or registration of procedural actions, complain about the lack of a lawyer’s presence or lack of medical care. We constantly monitor this situation and visit institutions, solve problems.

We have ensured that the health assessment was given by civilian specialists who are not related to the system of closed institutions of the Ministry of Internal Affairs. Now we cannot say that there was torture. Kazakhstan has adopted a law providing for criminal punishment up to 12 years of imprisonment for torture. Kazakhstan accepted it in the framework of the UN Convention against Torture and Other Forms of Cruel Treatment Degrading to Human Dignity, the Ombudsman says.

“A very important point, which is seen in the comments of the Foreign Ministry both on the appeal of Human Rights Watch and on the resolution of the European Parliament, is that it is premature to draw any conclusions now, because the investigation is ongoing. We have a common understanding that human rights must be respected and respected. We do not exclude and even provide that in case of detection of these violations, the perpetrators will be severely punished,” Elvira Asimova is sure.

The Ombudsman cited the latest data: 109 complaints were initially received, as a result of which, after prosecutor’s checks, 34 criminal cases were initiated on suspicion of disproportionate use of force by law enforcement agencies.

In turn, the Executive director of the public foundation “Charter for Human Rights” Zhemis Turmagambetova She noted that at the present time, prosecutors are not napping, and after the country’s leadership makes a political decision, if the corpus delicti does not contain grave consequences, then detainees need to be released, somewhere it is faster, somewhere slower, many are released.

At the same time, commenting on the Human Rights Watch report, the human rights activist called on international colleagues to be objective.

“Of course, moral support for our country and people is simply necessary. But it’s not worth teaching, pointing, pointing with your finger. We have a lot of human rights organizations in Kazakhstan, human rights groups that are not sitting idle now, lawyers are getting involved, public defenders in the person of relatives of detainees are also a great help. In general, a lot of work is going on,” Turmagambetova summed up.

Meanwhile, the founder of the Kazakhstan Public Foundation Human Rights Lawyers, lawyer and member of the National Council of Public Trust under the President Ayman Umarova She stressed that today the situation is complicated and non-standard.

“There are hotlines in the country, they work. Criminal cases are being initiated on torture. The situation is complicated and non-standard. It is very difficult now to determine who is really guilty, and who is not, the human rights activist told the Telegram channel KeyNews. One thing is clear: when the peaceful rallies ended and all the horror that I myself witnessed began, I cannot say that the law enforcement agencies coped with their task.

Now, according to her words, the main thing that the authorities should do is to “hear the citizens”. “Unfortunately, the further away from the metropolis, the more difficult it is with human rights. I think it is necessary to pay attention to these regions, not to push people away. The more transparency and publicity there is, the easier it will be to talk about human rights. When everything is open, it is difficult to violate human rights. Everyone understands perfectly well that they will find themselves in the center of attention,” stated Aiman Umarova.

What kind of project of the Kursk Battle memorial complex was proposed by the Germans?

Weekly magazine “Arguments and Facts” No. 5. The roles played by Leonid Kuravlev are relevant today 02/02/2022

17 applications were received for the competition of projects of the memorial complex “Battle of Kursk”, announced by the Russian Military Historical Society. There is an application from Germany.

“Symbolic figures of people are lost in soulless metal structures, along with the fact that they are like sprouts breaking through the asphalt, they are directed upwards, smashing the inhuman, lifeless ordnung, which the fascists sought to bring to the Russian land, this is how German architects describe their idea.

The creation of a monument in memory of the Battle of Kursk was discussed back in the 1960s. Vuchetich’s project was even approved: two huge rocks, one of which broke under the weight of the second, a symbol of how the Red Army broke the troops of the Nazi invaders. Construction began in 1975, but was soon suspended. Now the complex is planned to be built by August 2023 on the territory of the Ponyrovsky district, where in July 1943 there were bloody battles on the Northern face of the Kursk salient.

In Germany, they proposed to resolve the situation around RT DE by legal means

The German Foreign Ministry said that it is possible to resolve the situation with the ban on RT DE broadcasting in the legal plane. This was announced by the representative of the department Andrea Sasse at a briefing in Berlin.

“I want to point out the statement of our press service yesterday, we mentioned the legal way. And once again, this is an independent procedure that takes place in the land departments for media affairs, she said, answering a question from RIA Novosti about possible solutions to the situation with the Russian German-language TV channel.

In turn, the German government reported that it strongly condemns the ban on the broadcasting of the German Deutsche Welle TV channel in Russia. According to the representative of the Cabinet of Ministers Wolfgang Buchner, the measures against DW are groundless and violate the right to freedom of the press.

“We urge the Russian side not to use licensing and legal issues [RT DE] to restrict freedom of the press and expression. We would like Russia to cancel these measures against Deutsche Welle and review this case,” a Berlin representative said.

The EU also called unacceptable the ban on the broadcasting of a German TV company in the Russian Federation, calling this reaction of Moscow a violation of freedom of speech of the media.

Recall that on February 1, the German Media Supervision Commission banned the broadcasting of RT DE on all platforms throughout the country due to the lack of the necessary license. Representatives of the TV channel in response said that they would appeal this decision in court.

On February 3, the Russian Foreign Ministry announced that Moscow had decided to stop satellite and other broadcasting of Deutsche Welle on the territory of Russia in response to the restriction of RT DE’s work in Germany. The company was also obliged to close the office in the capital.

What kind of BMP “Basurmanin” will enter the army this year?

The Eastern Military District will be reinforced with upgraded infantry fighting vehicles BMP-1AM «Basurmanin ». The new equipment will be delivered to the motorized rifle brigade, which is stationed in the Jewish Autonomous Region, in February.

BMP-1 «Basurmanin » during the demonstration of running and firing capabilities at the “Alabino” firing range. Photo: RIA Novosti/Mikhail Voskresensky

Why a Basurman?

There have never been any strictly regulated rules for naming names, military equipment could be assigned the names of rivers, geometric shapes, fish and marine animals, flowers, weather phenomena. Now the system is also missing, it got to the point that in 2019 the Ministry of Defense offered anyone who wanted to come up with a name for a new Russian weapon – a cruise missile, an unmanned underwater vehicle and a combat laser complex. However, even in the current situation, the name«Basurmanin» looks very ambiguous. This word was originally formed from the distorted “Muslim”, later this nickname was applied to many peoples of a different religion. What the developers wanted to say with this name is anyone’s guess, perhaps they remembered that these machines were massively used in Afghanistan, where the vast majority of the population are Muslims, or that the BMP-1 was in service with almost fifty countries of the world, and only some of them profess Orthodoxy.

Main improvements

The BMP-1AM is one of the options for upgrading the first-generation infantry fighting vehicle. The upgraded “Basurman” primarily differs from the BMP-1 in armament. It was decided to abandon the outdated 73-mm Thunder cannon, which no longer meets modern requirements. The standard turret of the vehicle gave way to a remotely controlled combat module from the BTR-82Awith an automatic gun 2A72 caliber of 30 millimeters and a 7.62 mm PKTM machine gun. The combat vehicle also received a fire control system with a combined all-day anti-aircraft sight TKN-4GA-01, as well as a two-plane stabilizer of weapons. New fire control tools ensure high accuracy and accuracy of firing when working at any time of the day and in different weather conditions.

To combat armored objects, including enemy tanks, the anti-tank missile system “Metis” is used. For protection, the combat vehicle received smoke grenade launchers of the Cloud system, which allow the installation of camouflage aerosol curtains.

The crew of the combat vehicle

In addition, the UTD-20S1 engine with torsion shafts of increased energy intensity was installed on the BMP-1AM, which develops a power of about 300 hp. The maximum speed on the highway is 65 km/h. The combat vehicle is capable of overcoming a 2.5 m wide moat. The BMP-1AM is controlled by a crew of 3 people. The landing compartment can accommodate eight servicemen.

Despite significant changes and the installation of new units, the “Basurman” in size and weight almost does not differ from the classic BMP-1. The installation of a new combat module leads to a slight increase in the height of the machine. At the same time, the combat weight increases to 14.3 tons. Driving characteristics, mobility and patency remain at the level of the base sample.

General modernization

From 1966 to 1983, the Soviet defense industry built about 20 thousand infantry fighting vehicles BMP-1 still remain in the army. Currently, about 500 BMP-1 infantry fighting vehicles remain in operation in the Russian army. This technique has long been obsolete, but it is not going to be written off yet. How many BMP-1S may be needed by the Russian army has not yet been specified.

In order to prolong the service of these machines, various modernization options were offered, . The BMP-1AM variant “Basurmanin” was recognized as the most effective. This option allows you to increase their main characteristics of the combat vehicle without starting the production of new units. This greatly simplifies its production, as well as reduces the cost of upgrading individual machines or entire batches. There is also no need to retrain the crews.

In addition to Russia, BMP-1 infantry fighting vehicles are operated by almost four dozen foreign countries from different regions of the world. A simple and cheap modernization project should be of interest to foreign military personnel who would like to upgrade their material part, but do not have the opportunity to buy modern expensive samples.

Forced measure

The BMP-1AM project has disadvantages, the main claims, first of all, are related to the degree of its security, which has not increased compared to the basic version of the combat vehicle. The experience of combat use shows that the BMP-1 is vulnerable to almost all enemy anti-tank complexes, moreover, the armored hull of the BMP-1 does not withstand hits of 12.7 mm bullets into the sides. The hit of an anti-tank RPG grenade, as a rule, caused the ignition of the car, followed by an explosion of ammunition. Also, the BMP-1 has low resistance to mine explosions. During the war in Afghanistan and the Chechen campaigns, paratroopers tried to ride on armor. However, even in this case, the crew received at least a concussion or injury.

It is obvious that the modernization of the BMP-1 is a forced and temporary measure, and its main goal is to maintain the operability and suitability of outdated equipment. The extension of the resource and the replacement of weapons will allow the updated combat vehicles to remain in service for another 10-12 years. It remains to be hoped that byby the time of the decommissioning of the “Basurman”, the army will have time to receive a sufficient number of new-generation infantry fighting vehicles and carry out a full-fledged re-equipment.

What is the nuclear submarine “Prince Oleg”?

The first serial strategic nuclear submarine “Prince Oleg” of the Borey-A project has arrived at the main base of the Northern Fleet in Severomorsk, which will become a temporary base for the submarine. How it was created, I remembered АиФ.ги .

«Prince Oleg» is a strategic nuclear submarine built according to Project 955 «Borey-A» of the St. Petersburg Central Design Bureau «Rubin». The submarine received its name in honor of the great Russian Prince Oleg, who went down in history as Prophetic Oleg. She will be the fifth ship of the Borey project and the second submarine built in accordance with the upgraded Borey-A project 955A. The ship was laid down at the shipyard on December 26, 2014. It was transferred to the Navy on December 21, 2021. On this day, Sevmash transferred the nuclear-powered vessel of the Yasen-M project to the Navy and Novosibirsk. The event was held in the video-conference mode with the President of the Russian Federation By Vladimir Putin.

Where will serve

The place of service of the missile carrier will be the Vilyuchinsk naval base in Kamchatka, which is called the “Hornet’s Nest” in NATO. It will be the base of the submarines of the project 955 type “Borey” (955A type “Borey-A”). Currently, the base is being modernized, new reinforced concrete shelters for nuclear submarines are being completed at this Russian strategic facility and a modern floating pier PM-61M1 is being prepared for the arrival.

Judging by past experience, the submarine will remain in the north for some time, and then it will have to make an inter-fleet crossing to the Pacific Fleet. This will happen after the crew of the new APC passes a course of combat training and passes an exam at sea, confirming their readiness for the inter-fleet transition. So they did inat one time, the missile carriers of the “princely” series “Alexander Nevsky” and “Vladimir Monomakh”, built according to the original project 955 “Borey” and now serving on the eastern borders. Going on combat duty, the submarine will be able to successfully perform tasks anywhere in the World Ocean.

4th generation

The missile carrier belongs to the fourth generation of nuclear submarines of the improved Borey-A project. Compared to their predecessors, these ships have different hull contours and reduced noise, and are also equipped with better control systems. The project implemented fundamentally new technical solutions, improvedequipment, the level of physical fields has been reduced, security has been increased, a complex of import substitution works has been carried out. A distinctive feature of the new missile carriers “Borey-A” is that during their construction, the reserves from previous models of submarines, such as “Pike-B” or “Antey”, are not used, which allows you to fully unlock the potential of the 4th generation rocket launchers.

The displacement is 24 thousand tons. The combat characteristics of this boat are comparable to the performance characteristics of the Columbia-type submarines that have not yet been laid down in the United States, the cost of which is 14 times higher than the construction price of our boat and amounts to $ 6.2 billion per unit. According to experts, one “Borey” costs 23 billion rubles.

Bristled with missiles

Strategic nuclear submarines “Borey-A” are equipped as standard with sixteen intercontinental ballistic missiles 16 solid-fuel ballistic missiles R-30 (SS-NX-30) “Bulava” with a range of more than 9 thousand km and head units with a capacity of 150 kt. One missile is capable of carrying from 6 to 10 individual guidance nuclear units with the ability to maneuver in pitch and yaw. In addition to the new ICBM of the seabased, she is also armed with eight bow torpedo tubes of 533 mm caliber and six disposable non-rechargable launchers “Barrier” for launching hydroacoustic countermeasures MG-104 “Throw” or MG-114 “Beryl”. Also on board the submarine are portable anti-aircraft missile systems “Strela-3M”, “Igla-1M” and “Willow” for air defense.

Project “Borey-A”

It is assumed that the Northern and Pacific Fleets will receive five submarines of the project “Borey” and “Borey-A”. A total of 10 ships are planned to be built (3 projects “Borey” and 7 “Borey-A”), 5 ships have been built as of December 2021 (5 as part of the fleet), 5 are under construction. The lead ship of the project “Borey-A” Prince Vladimir” was built at JSC “Sevmash” and transferred to the fleet on June 12, 2020.
