X International Naval Salon in St. Petersburg

On June 23, the 10th International Naval Salon began its work in St. Petersburg, which will be attended by 285 companies from 28 countries of the world.

The event will be held at two venues until June 27. The exposition of the MVMS-2021 is located on the territory of the Expoforum Convention and Exhibition Center, ships, boats and vessels will be shown at the berths of the seaport of the Passenger Port of St. Petersburg. This year, the naval salon is held without visitors due to the unfavorable epidemiological situation, only participants of the salon and delegations are allowed.

The first International Naval Salon in St. Petersburg was held in 2003 and has been held every two years since then.

The SF approved a law prohibiting the identification of the role of the USSR and Nazi Germany

The Federation Council approved a law that prohibits publicly identifying the goals and actions of the Soviet Union and Nazi Germany in World War II, as well as denying the decisive role of the people of the USSR in the victory over fascism. This is reported by TASS.

The document concerns public speeches or publicly displayed works, as well as publications in the media and the Internet, in which there should not be “identification of the goals, decisions and actions of the leadership of the USSR, the command and military personnel of the USSR with the goals, decisions and actions of the leadership of Nazi Germany, the command and military personnel of Nazi Germany and the European countries of the axis” or “denial of the decisive role of the Soviet people in the defeat of Nazi Germany and the humanitarian mission of the USSR during the liberation of Europe”.

Amendments are being made to the law “On Perpetuating the Victory of the Soviet People in the Great Patriotic War of 1941-1945”. The document was prepared on behalf of the President of the Russian Federation.

The drafters of the law point to the inadmissibility of mixing and equating the actions of “defenders of the Motherland, those who gave their lives in the struggle for its freedom and independence, the actions of liberating soldiers with the actions of occupying soldiers aimed at the destruction of peoples, persons found guilty of committing crimes in accordance with the verdict of the Nuremberg Tribunal”.

Gerasimov declared Russia’s right to use nuclear weapons

The Chief of the General Staff of the Russian Armed Forces, Valery Gerasimov, declared Russia’s right to use nuclear weapons, RIA Novosti reports.

During his speech at the Moscow Security Conference, the Chief of the General Staff noted that Russia reserves the right to use nuclear weapons in response to the use of weapons of mass destruction or conventional weapons against it, when the very existence of the state is threatened.

At the same time, he stressed that the Russian nuclear policy is purely defensive in nature.

According to Gerasimov, in these conditions, the element of strategic stability remains nuclear deterrence, with the help of which security has been ensured over the past decades.

The Chief of the General Staff also noted that the official views of the Russian side in this area were first publicly announced in 2020 in the “Fundamentals of the State Policy of the Russian Federation in the field of Nuclear Deterrence”. This document, like the Military Doctrine, does not assign to any of the states the status of a military enemy of the Russian Federation.

Gerasimov also said that Russia and the United States are interested in extending START-3.

According to him, the Treaty remains the only international agreement on maintaining strategic stability in the field of arms control.

The Chief of the General Staff is convinced that the extension of START-3 creates conditions for continuing the dialogue on the future mechanism of nuclear arms control, taking into account new factors that determine strategic stability.

Slivko was born in Dagestan’s Izberbash in December 1938. The boy’s parents were in conflict even before his birth, and the mother generally tried to get rid of the pregnancy at a later stage. As a result, Tolya was born with a birth trauma and survived only thanks to the high professionalism of the doctors. He was about four years old when, during the German occupation, he witnessed the death of another child: a boy who was trying to protect his dog was shot by a Hitlerite. Tolya remembered how the fascist wiped his black shoes, stained with blood, on the body of the murdered man.

He grew up withdrawn, sickly, shy. Tolya preferred communication with rabbits, which he bred, to games with friends. At the same time, the boy gladly killed and butchered his pets. The adults did not see anything strange in this:rabbits were originally raised for meat, so it makes sense. 

Time passed, and it was time for Anatoly to serve in the army. He was sent to the Far East, and, from the point of view of the command, the young man showed himself at his best-he was disciplined, performed all the tasks assigned to him, was not seen in unseemly actions. However, while the other colleagues vied with each other to discuss the girls, Slivko remained completely indifferent to this topic.

Activist zeal

During the service, Anatoly witnessed an accident. A drunk motorcyclist crashed into a pioneer group. The sight of the boy’s bloodstained body in a pioneer uniform and polished black shoes aroused a strong sexual arousal in him. Many years later, Slivko said that such a reaction of his own body scared him. But he didn’t know what to do about it, what kind of doctor to go to. He also felt that he wanted to experience such feelings again.

The exemplary serviceman Slivko was rewarded with a valuable gift-a movie camera-when he was discharged to the reserve. He came to Nevinnomyssk, where his family now lived, entered a technical school, after which he got a job as a station wagon operator at the Azot chemical plant. And here, too, the management could not get enough of it:Slivko worked hard, and also published articles in the factory multi-edition. Then Anatoly began to work with children on his own initiative: he told them about the nature of the Far East, about hiking trips, etc.

As a result, he became the founder of the tourist club “Romantic”. In Nevinnomyssk there were not so many children’s clubs and sections, and the new club immediately became a center of attraction for schoolchildren.

None of the adults had any idea what “secret experiments” Slivko was conducting.

Having won the trust of the children, he secretly told some that he was engaged in experiments in the field of survival, for example, to find out how long a person can spend without air, being caught in an avalanche, or being under water. Slivko told other children that he was shooting a film about the war, of which he would be a partthe story of a Soviet pioneer who helped the partisans and fell into the hands of the fascists. The child was asked to play in a scene of torture and hanging. Slivko said that participation in such experiments is a real feat, and not everyone can decide to do this. Moreover, this is a state secret, which is dedicated only to a select few. 

He skillfully influenced the children who trusted him, and they agreed to take part in his “experiments”.

Initially, when subjecting children to torture and hanging, Slivko, according to him, did not intend to go far. He studied medical textbooks, studied resuscitation measures, so that, having enjoyed the torture of the child, he could bring him back to life. In the first cases, everything went as he had planned: the children were still alive after the torture, and no one was told about what Slivko did to them. 

But in 1964, a 15-year-old Kolya Dobryshev I couldn’t stand the pain. The fanatic was scared at first, but then he realized that the real death brings him much more pleasure. He dismembered the child’s remains and threw them into the river. The deceased boy was from a dysfunctional family, Slivko was not a member of the club, so the killer managed to cover his tracks relatively easily.

Introduction to the secret

After the building of the first tourist club burned down in a fire, Slivko founded a new one, called “Chergid” Across rivers, mountains and valleys. He enjoyed great support from the local authorities, who considered both the club and Slivko himself to be the city’s pride.

Although the head of the tourist club was not attracted to women, he still got married, and even managed to have two children. But the only things that really excited him were the “experiments” and the “filming”. 

After the first murder, he spent ten years only torturing members of his tour club. Slivko arranged everything so that the children sincerely believed that they were part of some secret state program: he invited them to sign a paper in which the children declared that they agreed to everything voluntarily, and after the torture he encouraged them with sums of 25-30 rubles as a “fee”. For the 1970s in the USSR, this was very substantial money, especially for teenagers.

Those who still did not give in to persuasion, Slivko simply left alone, so no signals were received from “Chergid”. Yes, sometimes adults have heard from children about some filming, but no one attached any importance to this-you never know what boys are capable of inventing?

In 1973, Slivko killed a 15-year-old after being tortured Alexander Nesmeyanov. This time the murder was committed quite deliberately. The fanatic got rid of the body and even actively helped the investigation during the search. Sasha’s unhappy mother spent many years looking for him in the vast Soviet Union, not realizing that the killer of her child at this time continues to prepare new crimes. 

The third victim of the Cream in 1975 was an 11-year-old schoolboy and a member of “Chergida” Andrey Pogasyan. The boy could not resist and told his parents that he would participate in the filming, but they did not attach any importance to this. When this information became known to the investigation, attempts were made to find the “director”, but they did not lead to anything. They did not attach any importance to the fact that two children who disappeared without a trace visited “Chergid”.

Absolutely sane

Murder followed murder, torture became more and more sophisticated, and Slivko finally believed in his impunity.

When in 1985, after the disappearance of Seryozha Pavlov, the investigators decided to seriously take up the head of the tourist club, the local authorities began to threaten law enforcement officers with complaints to Moscow. The threat was serious, but the representatives of the prosecutor’s office went to the end. Interviews with members of the “Chergid” revealed several children who said that Slivko hung them in a noose for the sake of “shooting a film about the war”. The stories showed that the children’s lives were under real threat.

But that wasn’t enough. To incriminate the criminal, physical evidence was needed. In December 1985, investigators came to the tour club with a search warrant. Slivko was initially indignant and threatened, but when they reached his secret room, he immediately collapsed. In it were found a pioneer uniform, children’s shoes, various loops and othersdevices for torture. And most importantly, in this room Slivko kept photographs and film, which were captured scenes of torture. Including scenes of murders of missing children. One of the participants in the search later admitted that when he saw the photos, he had great difficulty restraining the desire to shoot Slivko on the spot, without trial.

The director of the tour club was sent to the cell. A few days later, Slivko began to give confessions. 

Nevinnomyssk was shocked. The tourist club “Chergid” was immediately closed. Slivko’s wife and sons were moved to another place of residence by the decision of the Ministry of Internal Affairs. The guards were seriously afraid that the avengers would get to the relatives of the maniac.

In the city administration there were proceedings concerning who covered Slivko. For some, it ended with the removal from office, and the official who nominated him for various awards and awards, voluntarily passed away.

Slivko confessed to seven murders of children. The parents of the victims, who were unable to identify the remains, were forced to watch a film that captured the last moments of their sons ‘ lives. During the court sessions, the doctors of the “ambulance” were in the back. 

In addition to the seven murders, Slivko was also found to have tortured more than 40 children. Forensic psychiatric examination concluded that the man suffered from a number of pathologies, but it was absolutely sane. That is, the killer was fully aware of his actions, which means that he can be fully responsible for what he did.

In 1986, the court sentenced Anatoly Slivko to death by firing squad. Thanks to various appeals and petitions for clemency, the maniac lived in the world for another three years. In September 1989, the sentence was carried out.

The UN called the highest risk of using nuclear weapons in the world

The UN notes the increasing role of nuclear weapons in national security strategies, said the organization’s Deputy Secretary-General Izumi Nakamitsu.
