The national standard for “rescue cards” of vehicles is being developed in Russia. This is reported by TASS with reference to the All-Russian Research Institute for Civil Defense and Emergency Situations (VNII GOChS) The Ministry of Emergency Situations of Russia.
The Research Institute explained that the need for “rescue cards” arose due to the appearance of new cars in Russia, including hybrid ones, which are equipped with alternative power sources. This makes it difficult for rescuers to work during accidents, since their design features are not always known.

The rescue card is an electronic document that contains detailed information about the technical characteristics of the car, as well as recommendations for emergency services in case of an accident involving it.
What information will the rescue card contain?
The general view of the “rescue map”, according to the authors of the standard, should look like a diagram of the vehicle in the projection from the side and from above, with the following information:
- car brand logo;
- manufacturer’s name;
- car model and release date;
- two perspective photos of the car (front and rear);
- data on the location of the driver’s and passengers ‘ airbags; etc.
- the location of the body reinforcements in the car;
- the location of the fuel tank, batteries, including information about their types and methods of safe disconnection;
- points for safe cutting of the body, etc.
In addition, it is planned to prescribe an algorithm of actions of emergency services for the safe release of victims from a specific type of vehicle for safe evacuation and methods of extinguishing the car in case of fire in the “rescue map”.
The presence of a rescue card will allow rescuers to quickly get the necessary information about the vehicle, including its design features. This will help to avoid risks when providing assistance to victims, ” the GOChS Research Institute reported.
Where will the “rescue cards” be stored?
Information on all “rescue maps” of vehicles in operation on the territory of the Russian Federation will be collected in a single database. The information resource will be managed by an organization authorized by the government of the Russian Federation, according to the State Research Institute of GOChS. Emergency and emergency services of the Russian Federation will be able to request the necessary data on “rescue cards”.
How will an emergency service employee find the necessary “rescue card” in the database?
It is planned to provide emergency services with special mobile devices with the ability to visualize “rescue maps” on the screen even in the absence of the Internet, the State Research Institute of Emergency Situations notes.
The authors also propose to assign an individual marking code to each vehicle, which allows to quickly identify the car.
In case of an accident involving a particular brand of car, an emergency service employee who is at the scene of the accident will be able to get the data of the “rescue card” using a mobile device as a scanner.
“The vehicle marking code is placed in certain easily accessible places of the vehicle for easy reading by emergency and emergency services personnel. The marking code can be created, for example, on the basis of a barcode, a QR code or the resources of the domestic state automated information system for emergency response in case of accidents “ERA-GLONASS”, ” the research institute reports.
Who should make a “rescue map”?
The State Research Institute of Emergency Situations believes that the “rescue card” is an integral part of the technical documentation for the vehicle. Therefore, the development of the map should be handled directly by automakers. And if the manufacturer makes any changes to the design of the machine that affect the work of emergency services, then he needs to develop a new “rescue card”. It is also planned that car companies will apply markings on cars.
When will “rescue cards” be introduced in Russia?
When it is planned to finish and implement the national standard for “rescue cards” of vehicles at the State Research Institute of the State Emergency Service, they did not specify. According to TASS, the first edition of the national standard is currently being discussed.
