Cases of attacks by stray dogs on people have become more frequent.
A great resonance was caused by the tragedy in the village of Domna near Chita, where stray dogs killed a first-grader. Is it possible to solve this problem?

Many tragic incidents could have been avoided. I hope they will reach the court. 28 criminal cases have been initiated against officials on the fact of non-compliance with legislation in this area.
So far, cases are being initiated under the article of the Criminal Code “Negligence”, but this is not effective enough. Sanctions in the event that non-performance of powers caused harm to the health of citizens, and even more so death, should be tougher. And the responsibility for officials should come not when a tragedy has happened, but when they have not fulfilled their powers.
Much in solving the accumulated problems depends on the government. This includes the financing of the construction of shelters for standard projects. There is not enough response systems to citizens’ messages that detect stray animals. We need a ban on self-driving (since domestic dogs that walk by themselves are often attacked), preferential sterilization programs, support for volunteers and municipal shelters. And this is the subject of subjects. They need to understand that these measures will remove stray animals from the streets.
