Why do scribes ask about income, knowledge of languages and the area of the apartment?

The All-Russian Population Census is taking place in Russia from October 15 to November 14, 2021. Its task is to collect the most complete and up-to-date information about the population, determine its structure, ethnic groups, and find out the number of small nations.Permanent residents of Russia are asked 33 questions, 23 of them are socio-demographic and will relate to gender, age, citizenship, place of birth, nationality, language proficiency, sources of income, etc.

The respondent can name up to three variants of languages: they are recorded in free cells. The answers to the questions will be used in statistics.The All-Russian Population Census is the only source of information about the languages used in Russia. The data obtained will make it possible to assess the effectiveness of educational programs, the degree of need in national schools, as well as to identify priority areas of support for cultural initiatives. 

Do they ask during the census about the amount of income?

No, they don’t ask. There is no question about the amount of income in the census forms. Only the question is asked about the source of income – employment, pension, allowance, scholarship, dependency, etc. Earlier, at a press conference on the All-Russian Population Census, advisor to the head of Rosstat Pavel SmelovHe stated that the sources of income will show how many people receive wages and, accordingly, work, and how many are unemployed. 

“According to benefits, we will be able to understand how many people live on benefits, or is it an additional income,” Smelov said. 

And if the scribe asked about income?

The interviewee has the right to refuse to answer any question. But scribes should not ask about income. If you are asked for passport data, information about the owners, income level, salary and pension, etc.refuse to communicate and call the census site. Report what happened. Specialists will sort out the situation and send you another census taker or offer to take a census at the site. 

Why do they ask questions about living space? 

During the census, the census takers are asked to name the type of living space, the time of construction of the house, the total area of the apartment or house, the number of rooms and types of landscaping. At the same time, scribes should not be interested in who is the owner of the apartment or the house in which the person lives. According to Smelov, Rosstat is interested in what conditions the citizens of the Russian Federation live in, what living conditions the residents of the country have.

“That is, not just the presence of a house or apartment, but that in this house, the apartment has the Internet, radio, television, electricity, even including the presence of central heating, sewerage, hot and cold water. In fact, not all of these conditions are available to people, you need to know how common it is, Smelov explained.

Are citizens responsible for providing false data?

No, they don’t. The answers to the questionnaire questions will be recorded only from the words of the interviewee. No documents confirming the information you provided (passport, pension certificate, apartment documents, etc.) need to be presented to the copyist. When participating in the census, citizens should take into account that the information received will be used in the development of social programs and budget planning.
