Weekly magazine “Arguments and Facts” No. 39. When the batteries are not warming up. Why does the heating season start with problems? 29/09/2021
“This summer we started using jet skis to rescue people. with their help, rescuers get to the victim faster,” Andrey Ivanov, deputy head of the Department for Civil Defense, Emergency Situations and Fire Safety of Moscow, said last week.
“We are doing this work jointly, but with the organization “Aqua”bike-saved”,” specified A. Ivanov. “It occupies a worthy place in our overall response system.”
To whom – the sun, to whom – hail
Last summer, 126 places of mass recreation hosted vacationers in Moscow. Of these, there are 12 swimming areas, including a new beach in VAO, on Putyaevsky Pond. “At 14 points on water bodies, a Wi-Fi system was used to inform citizens,” said the acting deputy head of the territorial body of the Ministry of Emergency Situations of Russia in Moscow Nadezhda Ershova. – When logging into the city Wi-Fi network, the user saw on the mobile device information about seasonal risks in the recreation area and emergency call numbers. In the summer, about 23 thousand users were registered. This year, Wi-Fi information was additionally organized in four city parks(«Sokolniki», « Kuzminki», «Tsaritsyno», «Northern Tushino »), in the future they plan to cover all places of mass recreation. In 2021, residents began to be notified, based on weather conditions in one or another district of the city: at the same time, it may be warm in TiNAO, and a squally wind blew in Zelenograd, and hail will soon fall.
The Moscow City Search and Rescue Service on water bodies includes 24 search and rescue stations (PSS). They are equipped with modern appliances. For example, these are 169 watercraft, including speedboats and jet skis, as well as 33 cars and 5 unmanned aerial vehicles. In 2021, drones ceased to be an experimental means of ensuring security – they are used daily. As reported by the head of the PSS «Silver Boron» Yaroslav Chernyarov, from a height, the capital’s rescuers identified 1,182 violators. In July, during a planned flyby of the territory, a drowning woman was noticed near the Stroginsky Bridge and help was sent there in a timely manner. The aircraft were used to monitor the fire-hazardous situation during particularly hot periods, operators recorded bonfires in the wrong places, identified children without adult supervision, etc. This information was transmitted to the relevant authorities for administrative measures.
In autumn, drones continue to benefit the city: mushroom pickers are often lost in the forests of New Moscow, and rescuers are looking for them by raising aircraft into the sky.
On an excursion to the rescuers
But the real breakthrough can be considered the emergence of a digital radio channel, before it was analog. The rescuer who arrived at the incident is heard on the air by all operational services and will immediately send additional assistance if needed.
Throughout the year, Moscow rescuers conduct preventive work. In particular, they are waiting for children and teachers from nearby schools to their stations. “It’s difficult to organize such meetings in the summer, the children are on vacation, and now, please come,” A. Ivanov addresses the teachers. We’ll show you how we work, and in practice we’ll introduce the guys to the rules of behavior on the water.
