“The commission of a crime becomes possible due to the combination of certain circumstances and the presence of specific reasons and conditions,” says Solovyov. One of such moments is the protection of educational institutions from illegal encroachments. Much has been said about this, but who is still there today.

According to the former law enforcement officer, now every educational institution solves this issue to the best of its capabilities, awareness of the degree of responsibility and imagination. And very often the choice of protecting a university, school or other institution “slips” from the topic of the structures involved in the issue. 

“No one wants to take responsibility for themselves. Therefore, it is necessary to make a strong-willed and even political decision somewhere and determine the responsible person, ” says Ivan Solovyov. In addition, it is necessary to equip educational institutions with the latest security systems. There are no criminal acts where they stand:no one dares. There are automatic door locking systems, alerts, alarms that can create a completely different level of security for our children when they are at school. And here, I am absolutely sure, it is better not to put an extra 100 cameras on the road somewhere, but to ensure a safe mode in educational institutions.

“Perm University was guarded by a company that worked without a license,” writes the publication Readovka. And this is remarkable.

The contract with it was concluded only for two months-January and February 2021, however, the company still provided services to an educational institution. The company was twice wanted to be held accountable for working without a license, but the court refused. Neither the alerts nor the alarm system worked in the building during the attack, and the criminal entered the university without hindrance. 

You will need to create an entire army

But most often, in schools that are even less protected from attack than the university, there is a “baba Manya” at the security post, and not a qualified security guard. “Baba Mani” not only does not have a license, but only a bucket and a floor rag are used as weapons.

“It all depends on who will guard the educational institutions. If they are employees of state law enforcement agencies, then they already have the right to carry weapons, they undergo all the necessary medical and psychological procedures and tests, ” says retired police colonel Ivan Solovyov. & mdash; In addition, forencroachment on the life and health of law enforcement officers is an increased criminal liability. If these are employees of private security companies or, for example, departmental security, then we risk creating additional problems. And if they are also armed, they may well become additional objects of encroachment in order to seize weapons.

Ivan Solovyov believes that modern means of monitoring and ensuring security minimize the human factor and significantly optimize the number of people who can be involved to ensure the safety of objects. Because if a specialized security guard is assigned to each educational institution, then it will be necessary to create an entire army. There are more than 42 thousand schools in Russia alone, not to mention universities, colleges and other educational institutions.

To see everything: in which families they grew up, how they studied, what they watched, how and what they reacted to, what they wrote in social networks, how they communicated, how they prepared, what they did before… This is also the most important information on the basis of which you can deduce general trends, identify bottlenecks, understand how and what you can respond to. And finally, give recommendations to teenagers, teachers, and police officers. To everyone concerned, explain how and what to react to.” 

A set of reasons that need to be sorted out right now

According to Ivan Solovyov, such tragedies in Russia have become more frequent due to a complex of reasons, and today such acts are a very serious threat.

“There is no magic pill for this “disease”. A comprehensive “bdquo;therapy” is necessary, ” says a retired police colonel. & mdash; First, to control the turnover of weapons. After all, the more it is, the higher the probability that it will shoot. Secondly, carefully check the procedure for obtaining a permit for weapons, namely the criteria for a medical examination. And, of course, parents should remember that until adulthood, according to the norms of the Family Code, they are responsible for their children.

The Russian IC opened a case because of the shelling of a boarding school in the Donbass

The Investigative Committee of Russia has opened a criminal case on the fact that Ukrainian servicemen fired at a boarding school in the Donbass, the press service of the IC reports.

A criminal case has been initiated under part 1 of Article 356 of the Criminal Code of the Russian Federation (The use of prohibited means and methods of warfare). The investigation believes that the military planned to commit murder or cause serious harm to the health of civilians.

Earlier it was reported that a criminal case was opened in the DPR after three people were injured during the shelling of Donetsk. The case of the terrorist attack was initiated against the commander of the 58th separate motorized infantry brigade of the Armed Forces of Ukraine and his subordinates.On September 17, security forces fired a mortar at the northern part of Donetsk, three civilians were injured.

The diesel-electric submarine “St. Petersburg”, the lead ship of Project 677 “Lada”, has completed pilot operation. The adoption of the boat into service for ten years was postponed due to problems with financing and the presence of comments on the project. Now it is a full-fledged combat unit of the Russian Navy.

Lada submarines have been developed since the eighties of the last century. The project was suspended several times due to lack of funding and difficulties during the testing of ships. So far, two submarines have been built on it-the main one, St. Petersburg,and the first serial, Kronstadt.

In 2010, the submarine entered trial operation, during which military specialists identified design flaws of the ship for their correction in future ships.

In December 2005, the first stage of sea trials was completed, but the further schedule was shifted due to subcontractors. The adoption was planned for 2006, but was later postponed to December 2007, and then to May 2010. In March 2009, the boat passed the stage of factory sea trials, implemented fundamentally new solutions in matters of electric propulsion, detection equipment and weapons were tested on it.

Then they tried to curtail the project, but “St. Petersburg” remained in trial operation. The submarine participated in the holidays, walked around the Baltic, practiced shooting.

Last year, it went to Kronstadt for maintenance and modernization. In August 2020, the submarine performed a surface crossing from the base on the Kola Peninsula accompanied by the rescue tugboat Pamir.

At the same time, the end of operation dates were constantly postponed, but on September 21, 2021, it was decided that the submarine would become a combat unit of the Russian Navy. The first two serial submarines of the Lada project should enter the fleet in 2022. These ships will be armed with cruise missile launchers of “Caliber”. 

The constant refinement of the equipment went to the submarine for the benefit. The design of the submarines of the Lada project uses several new technical solutions that can significantly reduce the noise of these ships.

For example, this is facilitated by the new anti-hydrolocation coating of the hull. Also, the equipment, during the operation of which vibrations may occur, is installed on vibration supports. In addition, the submarine’s power plant uses a multi-mode main rowing motor with permanent magnets, which generally works quieter than traditional asynchronous electric motors.

Finally, the submarine of the project “Lada”is made of a half-hull. With this scheme, a strong body is only partially covered by a light body filled with water when diving and air when surfacing. The one-and-a-half-hull scheme, in comparison with the two-hull ones, allows to slightly reduce the dimensions of the ship, increase its maneuverability and reduce the dive time.

The displacement of the submarine is 1.8 thousand tons with a length of 66.8 meters and a width of 7.1 meters. It can reach speeds of up to 21 knots under water and is armed with six torpedo tubes of 533 mm caliber with ammunition for 18 torpedoes. The working depth of the ship’s immersion is 300 meters.

The consequences of the earthquake in Australia

Participants of the military exercise “Selenga-2021” were solemnly welcomed at the “Maant” station in Mongolia, the Russian Defense Ministry reports.

The solemn meeting of the first railway military echelon was held at the railway station “Maant” near Ulaanbaatar. Russian servicemen have arrived in Mongolia to participate in the annual joint Russian-Mongolian exercise “Selenga-2021”.

After the end of the rally dedicated to the solemn meeting of the participants, Russian servicemen began unloading equipment from railway platforms and marched to the Doityn Am training ground. There will be training sessions and an active phase of maneuvers. The Selenga exercise is aimed at combating international terrorism.

Earlier it was reported that the Russian Federation will send modernized BMP-2M to the base in Tajikistan. Russia is intensively rearming the 201st base against the backdrop of the changing situation in Afghanistan. In August, joint exercises involving 2.5 thousand servicemen of Russia, Tajikistan and Uzbekistan were held at the Kharb-Maydon training ground 20 kilometers from the border with Afghanistan. The basis of the Russian military contingent was made up of units of the 201st military base.

The number of Russians using a car daily has decreased – VTsIOM

In Russia, the number of drivers using a car every day has decreased over the past two years. This conclusion was made by VTsIOM analysts after a survey of respondents for the World Day without a Car.

The share of Russians who drive a car every day in 2021 was 63% compared to 70% in 2019. But the share of those who drive several times a week has increased (from 21% to 26%).

The most common reasons why drivers can’t use a car less often are the need to go to work (12%), take children to school, kindergarten or sections, work is related to driving, poor organization of public transport and trips for personal purposes (10%), respectively. At the same time, one in five respondents noted that they could use the car less often. 

Every day, 20% of respondents use public transport. This answer was most popular among residents of Moscow and St. Petersburg (31%). 

Earlier it was reported that they want to make all Russian roads toll-free. This will happen if the country switches to alternative fuels. All proceeds will be used to maintain the condition of road sections.

Circular defense. In Russia, they learned how to deal with Javelin

Having detected a danger, the system fires a protective shield at a range of 20 to 50 ma projectile. Depending on the direction of the target, it turns to meet it.The ammunition of the Arena is equipped with special pulse correction engines, which allow you to change the trajectory in a minimum time if necessary. When an attacking munition approaches a combat vehicle, an explosion occurs, and a directed stream of fragments destroys the enemy missile.

The Arena-M active protection complex is planned to be installed on modifications of the Russian T-72 and T-90 tanks, which it will provide all-round protection against almost the entire range of anti-tank guided missiles.

The Arena-M active protection complex has been undergoing tests for a long time, including military ones. T-72B3 and T-90M tanks with these systems were seen at the exercises “West-2021”.

The scientist warned the Russians about the approach of a new ice age

Alexey Karnaukhov, a specialist in natural disasters at the Pushchino Scientific Center for Biological Research of the Russian Academy of Sciences, said that a change in currents in the north Atlantic Ocean could trigger the onset of an ice age for the European part of Russia, RIA Novosti reports.

During the conversation with journalists, the expert noted that in recent years scientists have observed two climatic trends: global warming and a gradual weakening of the Gulf Stream.

The latter, according to Karnaukhov, can lead to a decrease in temperature in the European part of Russia by 10-20 degrees.

“In fact, this will mean the onset of the ice age,” he added.

According to the expert, there have already been sharp climate changes in Europe, called ice ages, which were also associated with changes in currents in the North Atlantic. The last of them was called the Little Dryas. It ended 11 thousand years ago and lasted for about a thousand years.

Earlier, the head of the prognostic center “Meteo” Alexander Shuvalov expressed the opinion that September of this year may become the coldest since the beginning of the XXI century.
