Deputy of the Legislative Assembly of the Kamchatka Territory Igor Redkin, who confessed to the murder of a local resident by negligence, received two months of house arrest, RIA Novosti reports.

“To choose a preventive measure against Redkin in the form of house arrest for a period of two months, until October 6, 2021,” the agency quotes the judge’s decision.

Recall that on the eve of the 55-year-old deputy of the regional Legislative Assembly, businessman Igor Redkin confessed to the murder of a villager. According to him, the incident occurred on August 2 near the village of Ozernovsky.

The person involved explained that local residents complained about a bear wandering around the dump. Redkin went to help and fired a shotgun at dusk to scare off the predator.

Later, according to him, he learned that at about the same time and in the same place, a local resident was fatally wounded. According to the Telegram channel Baza, Andrey Tolstopyatov was killed. It is specified that he died in the hospital.

Redkin confessed to involvement in the death of a man. A criminal case has been initiated under the article “Murder”. In addition, Redkin resigned as a deputy from “United Russia” and left the party.

Earlier it was reported that a police officer was killed during a hunt in the Primorsky Territory.

The American Cygnus space truck went to the ISS

The American Antares launch vehicle with the Cygnus cargo spacecraft of Northrop Grumman Corporation has launched to the International Space Station, the broadcast is being broadcast on the NASA website.

It is expected that the device will stay in orbit for about three months, pick up garbage from the station and burn up in the dense layers of the atmosphere two weeks later.

Earlier, NASA representative Daniel Huot said that the United States and international partners have committed to provide funding for the International Space Station until at least 2024.

On August 9, the oxygen pipe that feeds the intensive care unit broke out in the hospital. As a result, nine patients died due to lack of oxygen. The next day, two more died, the causes of their death are being established.

The head of the region previously stated that after checking at the hospital, specialists recorded a number of technical flaws and negligence on the part of the staff.The head doctor of the medical institution was detained, the investigators will apply for the arrest of the suspect.

American astronauts will not be able to land on the moon in 2024, according to a report by NASA Inspector General Paul Martin.

The Ministry of Transport offers to monitor the condition of drivers of trucks, buses and taxis with the help of special devices. The corresponding draft law is published on the portal of draft regulatory legal acts. The ministry plans that the amendments will come into force on March 1, 2023.

What kind of devices will they be?

Drivers who fall asleep at the wheel will be monitored using systems that can determine the degree of fatigue of a person by the pupil or pulse rate. These can be laser sensors installed in the cabin, or a bracelet on the arm.

Why do they want to control drivers?

Installing the devices, on the one hand, will reduce the accident rate, the Ministry of Transport notes, and on the other hand, it will allow an employee to legally stay on a flight for more than ten hours a day if the system does not detect signs of fatigue.The introduction of such systems, according to the department’s estimates, will allow the state to reduce the annual damage from road accidents by 350-minus 530 billion rubles. (now it is estimated at 1.78 trillion rubles.).

How long can a driver be behind the wheel?

As part of the amendments, the Ministry of Transport plans to prescribe in the traffic regulations the ability to drive for more than 10–12 hours, provided that the cab has a “health monitoring tool” connected to a tachograph. According to the current traffic rules, a driver can be driving for a total of no more than ten hours during the day.

As stated in the bill, the driver is obliged to take a break from driving a vehicle if the device fixes the limit values.

He can continue driving only if the performance monitoring tool does not record the achievement of the maximum values of the parameters of the psychophysiological state of the driver. A driver who has driven for less than ten hours and has started to fall asleep (and this will be recorded by the device) will have to stop and rest.

How much will the devices cost?

According to the Ministry of Transport, the new equipment will cost the carrier 25 & ndash;80 thousand rubles. This amount includes the cost and installation, as well as maintenance of the device for three years.

Where in Russia have they already implemented a system for monitoring driver fatigue?

In 2018, “Mosgortrans” implemented the “Antison” system in 36 buses. In November 2019, the company signed a contract for the purchase and installation of the system on 8,400 buses, trolleybuses, trams and electric buses.

The system includes a video camera with infrared illumination and a speaker on the dashboard, which tracks whether the driver has fallen asleep by the movements of 10 facial points, blinking or yawning. If the driver turns away for more than five seconds or closes his eyes for more than two seconds, the system gives a warning sound and turns on the indicator light.

Similar systems were also tested during pilot projects in Tatarstan, Belgorod, Moscow and Kaluga regions in 2020.

Russia has created a software and hardware complex for rapid stabilization of drones in the air, which will help drones perform combat tasks in difficult climatic conditions. Snow, rain, wind, and even a fragment or bullet hitting it will not prevent the drones from continuing the task. The UAV will be able to restore controllability in just 5-7 seconds. АиФ.ги I was trying to figure out what kind of UAV stabilization system in the air was proposed by Russian scientists. 

Unmanned aerial vehicles perform more and more military tasks every year-from air strikes to reconnaissance. Drones can perform tasks that are dangerous for the crew of controlled aircraft, carry out work in hot spots, or even serve as kamikazes, smash the enemy at the cost of their existence. 

However, there is an important task-to ensure the stability of the flight of an unmanned vehicle in difficult or rapidly changing conditions. Military drones often fly in difficult climatic conditions. In Syria, a UAV can get caught in a sandstorm, in the Arctic, snowfall can fall on it. Sometimes bullets and fragments of shells fall into drones — even if it does not disable the drone, such a blow can knock it off course.

The Moscow Aviation Institute is engaged in solving this problem. They are working on a software and hardware complex for rapid stabilization of the drone under the negative impact of the environment. The key word here is “fast”, because the stabilization time of the device, according to the team’s estimates, will be only 5–7 seconds, which is about 10 times faster than when using systems available on the market today.

The algorithm being developed by scientists will provide the ability to stabilize the drone’s position relative to flight landmarks, such as the horizon or navigation radio signals. The result of the work will be a compact software module that can be equipped with any unmanned aerial vehicle-from a small reconnaissance drone to a larger attack drone.

The principle of operation of the complex is based on the fact that the UAV movement map is segmented into small sections, which helps to get rid of the dependence of landmarks on each other and significantly reduce the time for assessing the state of the system.

An unmanned aerial vehicle with a rapid stabilization system can be used not only for military purposes, but also for civilian purposes. For example, in rescue operations of the Ministry of Emergency Situations, in mining, agriculture, anti-poaching, environmental monitoring and monitoring of infrastructure equipment installed in hard-to-reach and sparsely populated areas.

It is planned to present a ready-made prototype of a drone with a unique stabilization system in 2023.
