Спикер Государственной думы Вячеслав Володин после инцидентов с бездомными животными предложил ввести ответственность для чиновников, отвечающих за ситуацию на местах, передает РИА Новости.

«В этой связи правильно в данном вопросе ввести ответственность для чиновников, отвечающих за ситуацию с бездомными животными на местах», — пояснил он.

Bastrykin instructed to prepare amendments to the law on trapping stray dogs

The Investigative Committee of Russia will prepare proposals to improve legislation to exclude cases of deaths from dog attacks. This order was given by the head of the department Alexander Bastrykin, the press service of the TFR reports.

It is clarified that the relevant decision was made in connection with another case of the death of a child as a result of an attack by a pack of stray dogs. 

The staff of the central office will analyze similar incidents in different regions of the country and work out proposals for changing the current law, taking into account effective and practically implemented mechanisms for preventing such tragedies.

“The result of this work will be presented in due course to the country’s leadership,” the message says.

The department also drew attention to the fact that this problem does not receive due attention, and in some subjects municipal officials simply ignore it.

“To prevent such cases, stricter legislation is required both at the federal and regional levels,” concluded the UK.

The day before, a seven-year-old girl was found in the village of Domna of the Chita district of the Trans-Baikal Territory, traces of animal bites were found on the child’s body. The tragedy caused a wide public outcry, local residents claim that the problem with stray animals in this area has not been solved for many years, despite numerous complaints.

  • In 1959-1963 he worked in the TASS photo chronicle. 
  • From 1963-1989 he was a special photojournalist for the magazine “Soviet Union”.
  • In 1989-1991 he worked in the magazine “Homeland”.
  • From 1991 to 1995 he was a photojournalist at the Moscow bureau of the French agency “Sipa-Press”.

Vladimir Lagrange he took pictures in the genre of economic, social and political reporting. His photos, in addition to the Soviet press, were published in many foreign newspapers and magazines: Freie Welt, Newsweek, Paris Match, etc.

Since 1961, he has participated in photo exhibitions and photography competitions. In 1963 he received a gold medal in Budapest, in 1965 in Moscow at the VDNH – bronze. In 2002, the Union of Journalists of Russia and the Guild of Professional Photographers of the Media awarded Lagrange for his creative contribution to photography with the main prize “Golden Eye of Russia”.

In 1987, he participated among 100 photojournalists around the world in the creation of the book “One Day in the Life of the Soviet Union”, published in the USA.

In 1964 Vladimir Lagrange became a member of the Union of Journalists, since 1991 – the Union of Photo Artists.

Family

Son Evgeny Lagrange (born 1976) is an operator of NTV and Russia 1 TV channels. He died on March 22, 2013, after crashing on a motorcycle in Italy.
