There is also a second group of refugees (the majority of them), it includes citizens with children who do not live in the PVR, but with their relatives. These are those who left the territory of Donbass on their own. For them, the regional Ministry of Education has established a different order of enrollment in schools.

“Citizens who are staying with their relatives will need to apply to the management bodies of the education department at the actual place of stay with an application. The children will be enrolled in local schools,” the regional press service said.

How can refugees from Donbass send a child to a Russian kindergarten?

Admission to municipal preschool educational organizations of refugee children is carried out on an equal basis with citizens of the Russian Federation, the press service of the region emphasized.

“After a citizen receives refugee status or receives a temporary residence permit, as well as registering a child in the automated information system “Electronic Kindergarten”, a child can be given a place in kindergarten when seats in the appropriate age group are vacated in the order of the general queue,” the press service of the government of the Rostov region said.

The government stressed that refugee status can be obtained directly at the points of the DPR, and citizens of the LPR and DPR living with relatives need to apply to the Ministry of Internal Affairs at their place of residence.

There was no evidence that the client did not use the complex. He was clearly acting according to a proven scheme. All documents and claims were processed through his lawyer.

The online store conducted its own mini-investigation and found out that they are not the first victims of “consumer extremism” on the part of a dissatisfied customer. “It turned out that the man did not buy any clothes from me,” says Mariana Davidyuk. He only clarified some information about the desired set of clothes in correspondence, but in the end he did not acquire anything. In fact, he bought things at some other store that was similar to mine. But the claim was eventually sent to me. He demanded a refund for the goods. I had to invite a lawyer. As a result, the buyer apologized to me, but whether he really made a mistake or deliberately sent me such a claim, I do not know.

Not only sellers of clothes, shoes and jewelry suffer from consumer extremism. Sometimes such “specially aware of their rights” clients get car repairs, dry cleaning of clothes, haircuts or, as in the case of Taisiya Chebotareva, a new website for free.

“Even after fixing the performance of a certain service, the client can always say that he did not mean it and it is necessary to redo everything from scratch. Or he changed his mind, changed his strategy, changed his preferences, — says Taisiya Chebotareva, CEO of a company engaged in providing IT services. To protect ourselves from such cases, we make a contract in which we fix the terms of reference, deadlines and obligations in as much detail as possible. We coordinate any, even the smallest changes in writing. We record absolutely all telephone conversations with customers. This also works in the case of a trial. However, it is still better not to bring them to them, so as not to spoil the company’s reputation.

Taisiya Chebotareva says that consumer extremism most often occurs when the seller wants to meet the customer halfway — to fulfill a wish other than the technical task.

“We want, for example, to do a little more humanly prescribed in the terms of reference,” the entrepreneur shares. But we get unpleasant feedback and even a claim. Actions, it would seem, are aimed at increasing customer loyalty, but sometimes they can have the opposite effect.

Unfortunately, in Russia the term “consumer extremism” is informal, since it is not reflected in the current legislation of the Russian Federation. At the same time, by its nature, consumer extremism is an abuse of procedural law. As a lawyer, I face similar issues when servicing restaurant holdings. Consumers want to illegally enrich themselves or get any preferences at the expense of a well-known restaurant interested in maintaining its positive image. But it is possible to resist such an unscrupulous approach of consumers.

Firstly, if it really is not a matter of poor service, it is important to initially look at such a person as a potential pest and resist him in all possible ways. In this way, you need to educate your employees and all staff. It’s not that the company will be forced to give him something – cash, discounted cards, free dinner, etc. Such cases force sellers of services to look more critically at their customers, reduce the level of trust.

Secondly, in such matters, it is important to immediately declare and inform the manipulator that he will not receive any money and compensation from the company just like that. The only opportunity is to go through all the procedures provided for by law (administrative, claims, judicial), including appeal of the issued acts and enforcement proceedings. It is important to convey to the consumer that the company will go to the end, protecting its interests in all possible ways. 

Thirdly, it is important to conduct regular audits of the company’s quality and compliance of all documents and business processes with the requirements of current legislation (informing about services, consumer properties of goods, etc.), to comply with warranty and other deadlines.
