The European project HUUVER, dedicated to the creation of a copter with tracks, has moved to the testing stage. The new device is capable of both flying and driving on terrain with difficult terrain. АиФ.ги evaluated the tankodron’s abilities.

Crawler robots crawling on the ground and multicopters flying through the air have their advantages. The former can carry large loads and spend little energy on it. However, some obstacles are insurmountable for them, and the speed of movement leaves much to be desired.

The latter move through the air, so in terms of terrain, only the place of takeoff and landing is important for them. On the other hand, their working hours are very limited.

Polish companies Dronehub and Rectangle together with Czech Gina Software, Austrian Bladescape and Brimatech Services, Spanish NTT Data and Finnish Lappeenranta University of Technology founded the HUUVER project. It is dedicated to the creation of a tank drone, a tracked platform with screws. The device will be able to move both on the ground and in the air.

Its name is an abbreviation of «Hybrid UAV-UGV for Efficient Relocation of Vessels,» («Hybrid UAV-UGV for efficient vessel movement»). HUUVER is being developed as part of a European Union project.

The developers of HUUVER have published a video of the prototype tests — it lasts for five minutes. The device looks like an ordinary black copter, on which thin green caterpillars are stretched. From afar, it can even be mistaken for some kind of sled.

HUUVER has shown that he is able to move on surfaces with difficult terrain. In particular, at first he confidently crawled across the sand, then overcame a bunch of small stones mixed with large ones, confidently descended from a grassy hill and spun on the spot. In another part of the video, he famously rode through the snow cover and rose from it into the air, showing his all-weather ability.

Next, the device demonstrated itself in the air, spun at a low altitude, flew over the field, made several maneuvers. We also tested him indoors, where he also traveled and flew, that is, fulfilled his direct tasks.

A potential use scenario is also demonstrated when a tankodron is called for the delivery of emergency medical supplies. The operator carefully selects the desired point on the map.

The prototype has decent dimensions – 137 centimeters in length, 84 in width, 56 in height, weighs 23 kilograms. During ground missions, the drone tank can operate for up to 10 hours on a single charge of its lithium battery. It takes off with the help of eight screws located inside the tracked platforms. HUUVER can spend up to 20 minutes in the air.

The device can be remotely controlled by operators, but it can also fly autonomously. It is equipped with a Sony 4K optical camera, thermal imager, Galileo satellite navigation system, lidar and Nvidia Jetson AGX Xavier microprocessor.

The project has already passed the research and development stage and moved on to commercialization. But it is not yet known when the robot can be bought. Most likely, it will find application in industrial, military and rescue missions. In addition, the device can be used in science, for the study of flora and fauna. He will be able to fly to a hard-to-reach place of research, take the necessary shots and return.

The Ministry of Natural Resources will not prohibit residents from throwing out old household appliances

Russians will still be able to throw old household appliances into garbage cans, the Ministry of Natural Resources explained.

On the eve it became known that from March 1, a ban on throwing household appliances, computer and electronic equipment into the trash will be introduced.

The ministry reported that the ban will affect only legal entities and entrepreneurs. Individuals can leave the equipment that has failed on the garbage site or transfer it for recycling.

“The information about the fines imposed on citizens for non-compliance with the rules of waste management does not correspond to reality,” the message says.

Earlier it was reported that the State Duma deputies adopted in the first reading a bill on the introduction of fines for the release of production and consumption waste from vehicles outside special landfills.

A bill on fines for animal cruelty has been submitted to the State Duma

A bill on fines for cruelty to animals has been submitted to the State Duma, the Izvestia newspaper writes.

The draft law submitted to the State Duma by deputies of the Moscow Regional Duma contains a proposal to add a new article to the Code of Administrative Offenses (CAO) “Non-compliance with the requirements for keeping pets”.

Thus, Russians will be fined for poor maintenance of pets, exceeding their permissible number, as well as unsafe walking.

Fines for citizens will amount from 500 to 1.5 thousand rubles, for individual entrepreneurs – from 3 thousand to 5 thousand rubles.

The document may be adopted in the first reading in March.

Earlier, AiF.ru told about cases when cruelty to animals led Russians to places of imprisonment.

According to the prosecutor’s office, during 2021, more than 7 thousand were identified.violations of the law on responsible treatment of animals.

At the end of last year, State Duma deputies approved in the first reading two bills that relate to additional measures to protect animals from abuse.

More than 40 thousand Russians received certificates based on the results of the antibody test

More than 40 thousand Russians have issued covid certificates based on the results of an antibody test using a new service on the public services portal, the Ministry of Finance of the Russian Federation reports.

“In a few hours of operation of the new service on Public Services, a medical certificate based on the results of a test for antibodies to COVID-19 was issued by more than 40 thousand users,” the report says.

The department recalled that it is possible to take an analysis for antibodies (immunoglobulins G) in any of the accredited laboratories. Within three days, the test result will appear in your personal account on the public services portal. If it is positive, the citizen will be able to form a covid certificate, which will be valid for six months. The number of antibodies does not matter.

The new rules have been in effect in Russia since February 21. Before that, a QR code could be obtained after vaccination or an officially confirmed illness.

Earlier it was reported that citizens with a positive result of an express test for coronavirus will receive certificates of the patient who has been ill, but a medical worker must conduct the test.

What are the four new types of visas they want to introduce for foreigners?

Russia wants to reduce the number of types of visas for foreigners and introduce four new ones. This was reported by the head of the migration headquarters of the Ministry of Internal Affairs Valentina Kazakova at a meeting of the expert council under the Commissioner for Human Rights in the Russian Federation.

To date, there are 30 visa options in Russia, but they want to reduce some of them. At the same time, such visas as diplomatic, service, transit, unified electronic visa, ordinary study and ordinary work visas will be retained.

What new visas are we talking about? 

Russia wants to introduce four new types of visas: 

  • investor visa;
  • special visa;
  • ordinary medical visa;
  • ordinary universal visa.

What will be the conditions for obtaining visas? 

Investor Visa

Various conditions are considered for obtaining an investor visa, among them two key ones: 

  • invest at least 30 million rubles in Russian companies and create at least five jobs for Russian citizens;
  • invest at least 30 million rubles in real estate in Russia, which will provide tax residency.

Special visa

Native speakers of the Russian language applying for citizenship of the Russian Federation will be able to obtain a special visa. A visa will be issued to a foreign citizen for up to one year on the basis of a decision to recognize him as a native speaker of the Russian language. 

Ordinary medical visa

An ordinary medical visa for up to one year will be issued to a foreign citizen entering the Russian Federation for treatment, as well as to an accompanying person. To enter on such a visa, you will need to receive an invitation from the local body of the Ministry of Internal Affairs at the request of the medical institution in which the foreigner is going to be treated. 

Ordinary universal visa

An ordinary universal visa will be issued to foreigners entering for private business, humanitarian or tourist purposes.

What will change when you get a work visa? 

An ordinary work visa will be issued for up to three months. You can extend such a visa by obtaining a multiple-entry visa, which is planned to be issued for the duration of the concluded employment contract, but not more than three years for each such extension. It is proposed to issue an ordinary work visa to family members of a foreign citizen working in Russia.

Russian border guards destroyed the saboteurs who penetrated from Ukraine

Five saboteurs and two infantry fighting vehicles that entered the territory of Russia from Ukraine were destroyed, the press service of the Southern Military District reported.

“Russian military and border guards prevented the violation of the border of a sabotage and reconnaissance group from Ukraine, five violators were destroyed, there are no losses among Russian soldiers,” the report says.

The defense ministry added that for the evacuation of saboteurs two APU combat vehicles entered the territory of Russia. Both of them were shot down.

Earlier today, the FSB of Russia reported that a shell from the territory of Ukraine hit the place of duty of border guards in the Rostov region. The observation post is located 150 meters from the Russian-Ukrainian border. The building was completely destroyed, no one was injured.

On February 19, two rockets fell on the territory of the Tarasovsky district of the Rostov region at a distance of 300 meters from the borders of the village of Mityakinskaya. The shells did not detonate.

How did the investigation of the case of embezzlement of money from Roscosmos end?

The Investigative Committee of Russia (TFR) has completed the investigation of a criminal case of embezzlement of about 15 million rubles from Roscosmos. This is reported by «Kommersant». The former head of the Center for Technical Re-Equipment of the Space Flight Control Service (TSTP) is accused of fraud on a particularly large scale Vasily Ikomasov and his deputy Eduard Rodych-Semencha. They were charged with a total of nine episodes of fraud

According to the investigation, the heads of the TSC, acting as a subcontractor, imitated the performance of work for Roscosmos and stole about 15 million rubles from the state corporation.

What is known about the investigation of the criminal case of embezzlement of 15 million rubles from Roscosmos?

A criminal case on especially large fraud (Part 4 of Article 159 of the Criminal Code of the Russian Federation) was initiated against Ikomasov and Rodych-Semenchi on the fact of embezzlement of money from Roscosmos. The case was conducted according to the materials of the FSB from April 2020 by the investigative department of the CAO GSU TFR in Moscow.

According to the publication, for more than a year the case was investigated against unidentified persons. During this period, the investigation examined in detail the multibillion-dollar contracts between Roscosmos and the Federal State Unitary Enterprise Center for the Operation of Ground-Based Space Infrastructure Facilities (CENKI). As a subcontractor for the performance of some works, TsENKI chose the CTP, which was then headed by Ikomasov and Rodych-Semencha. 

Under which contracts were 15 million rubles stolen from Roscosmos?

According to the TFR, for conducting flight tests with the Soyuz-TMA-M spacecraft, in 2015, CENKI allocated 3 billion rubles. In particular, within the framework of this contract, the TSC was to carry out some scientific and technical work. According to investigators, Ikomasov and Rodych-Semencha received 8 million rubles from these funds and “did nothing”.

Also in January 2022, the TFR found out that as part of the complex of works on the rotation of American astronauts on the International Space Station, another 5.4 million rubles were stolen by the defendants in the criminal case. It is known that in 2012 the state corporation allocated 3.8 billion rubles for these purposes. Despite the fact that the general director of the TSC Icomasov provided the certificates of the allegedly performed works to the Central Bank, the investigation is confident that in fact no work was carried out, and 5.4 million rubles were appropriated.

When were Vasily Ikomasov and Eduard Rodych-Semencha arrested?

Ikomasov and Rodych-Semencha have been under arrest since June 2021. At first, both defendants, once in jail, petitioned for the conclusion of pre-trial agreements. However, the prosecutor’s office, apparently, refused to make a deal with the accused, as the defendants put forward a number of conditions and only partially admitted guilt, the newspaper writes. In particular, Ikomasov agreedto assist the investigation only “in order to assist in the disclosure of the acts incriminated to him”. And Rodych-Semencha pleaded guilty only to causing property damage by deception or abuse of trust (Article 165 of the Criminal Code of the Russian Federation). It was on this article that the former deputy director General of the TSC during the investigation asked to re-qualify his act.

According to “Kommersant”, the other day the accused began to familiarize themselves with the materials of the criminal case. The lawyers declined to comment.

Do I need to pay mortgages and loans when an emergency mode is introduced?

During the period of the special regime, citizens must continue to pay loans and mortgages. In accordance with the law, federal or regional authorities may, at their discretion, provide one-time financial assistance to their citizens. But regardless of the severity of the financial situation of a particular family, debts on a loan or mortgage still need to be extinguished.

Can debts be restructured?

The borrower may refer to an emergency situation as a force majeure circumstance in order to reduce the amount of the bank’s penalties or to get rid of them in court. At the same time, debt restructuring depends entirely on the decision of the credit institution. 

The borrower can agree with his bank to amend the contract: for example, to reduce the interest rate or increase the loan term by reducing the monthly amount of payments. 

In order for the bank to make a decision and complete the restructuring procedure, it will be necessary:

  • documents confirming that the debtor has a difficult financial situation (a certificate confirming the temporary disability of the payer, a copy of the employment record book, which contains records of reduction/dismissal, documents on the need to pay, for example, sudden medical expenses or repair of equipment that is a means of earning);
  • application;
  • passport;
  • loan agreement;
  • information about the repayment amount.

The Bank of Russia notes that the Central Bank recommends creditors to restructure loans to affected citizens and businesses, taking into account the assessment of specific circumstances. The application can be submitted by specifying the appropriate reason (emergency) and attaching supporting documents. However, these are the recommendations of the Central Bank, and there is no law allowing to write off debts yet. Last year , deputieswe made a proposal to make amendments that will allow debt restructuring. According to Izvestia, the bill was named “On Amendments to Certain Legislative Acts of the Russian Federation (regarding the Restructuring of Credit Debt to borrowers who suffered as a result of a Natural or Man-made Emergency)». 

It is proposed to supplement the legislation with new norms allowing for the revision of the terms of loan agreements (including mortgage) and loan agreements (including debt forgiveness), if the borrower is a victim of a natural or man-made emergency.

To change the terms of lending, a person will have to provide the credit institution with documents that confirm his residence at the place of registration at the time of the emergency. The borrower must also be included in the lists of victims of an emergency.

Air France announced the cancellation of flights to Kiev on February 22

The French airline Air France canceled two flights from Paris to Kiev and back, scheduled for February 22, RIA Novosti reports with reference to the press service of the air carrier.
