The UK opened a case of negligence after the murder of a child in Vologda

The Investigative Committee of the Russian Federation opened a criminal case on negligence after the murder of a nine-year-old girl in Vologda, the press service of the department reported.

The investigation believes that the authorities of the prevention system failed to identify the dangerous situation of a minor in the family (Part 2 of Article 293 of the Criminal Code of the Russian Federation).

A criminal case has also been initiated under Article 125 of the Criminal Code of the Russian Federation against the mother of the deceased, who did not pay due attention to the child.

The girl left home on the morning of October 16 and disappeared. Family members discovered her disappearance on the afternoon of October 17, before that, the mother believed that the child was with her grandmother. According to the TFR, on October 16, a suspected 40-year-old woman met a girl on the street, brought her to her apartment and killed her, after which she left the region.

Earlier today it was reported that the attacker was removed from the train in Karelia. The woman needed medical help after poisoning with unknown pills. Earlier it became known that she is registered with psychiatrists.

Madness. In Vologda, a mentally ill woman lured and killed a 9-year-old child

A nine-year-old schoolgirl who disappeared in Vologda became a victim of a 40-year-old woman registered with psychiatrists. The lady who dealt with the child cannot yet explain the reasons for her monstrous act.

“Looks 7-8 years old, long dark hair”

“A 9-year-old girl left the house on the street of the Vorovsky regional center on the morning of October 16, 2021. To date, her whereabouts have not been established,” the official message of the SU IC of the Russian Federation for the Vologda region said.The searches conducted since the disappearance of the child did not yield results, in connection with which, upon the fact of the unknown disappearance of a minor, the investigative department for Vologda of the SU IC of Russia in the Vologda region initiated a criminal casethe case is based on the signs of a crime provided for in clause “b” of Part 2 of Article 105 of the Criminal Code of the Russian Federation. Currently, the investigators of the Russian IC are checking all versions of what happened, interrogating residents of the city, relatives, acquaintances, teachers. Search events have been organized, in which employees of the criminalistics department of the regional office of the department in full force, as well as representatives of related law enforcement agencies, volunteers and local residents take part.

The message of the press service of the Ministry of Internal Affairs of the Russian Federation in the Vologda region read: “Signs: 7-8 years old, 130-140 cm tall, long dark hair. She was wearing a pink hat, a pink jacket with a zipper below the waist without a hood, dark pants and beige boots. She had a pink backpack with her, measuring 20 by 30 cm.

“This woman is sick in the head, she has a certificate”

9-year-old Sofia She left home on the afternoon of October 16, on Saturday, but her relatives sounded the alarm only a day later. The girl’s mother told the police that she thought she was staying with her grandmother.

Sophia’s family is registered as dysfunctional. When it became known that the child was missing, not only employees of the Ministry of Internal Affairs, but also representatives of the Ministry of Emergency Situations, as well as volunteer volunteers joined the search. In total, several hundred people participated in the search.As in a number of similar cases that have occurred recently, the decisive factor that allowed us to get on the trail was the recordings of street surveillance cameras.

One of the cameras recorded Sofia and another girl walking down the street with an unknown woman. Soon, in one of the groups in the social network, a resident of Vologda wrote: “I recognized her. Our older children studied together. This woman is sick in the head, she has a certificate. She wanted to take my children out of kindergarten that week. A statement to the police has been written… She was deprived of her parental rights and now she is watching other people’s children.

Strange lady with sweets

The second girl, who was caught on the video together with Sofia and an unknown woman, was found alive and unharmed. According to her, the aunt met them on the street, fed them in a cafe, and then brought them to her home. Then she let one child go, and Sofia stayed.

According to the description given by the girl, it was possible to quickly calculate a five-story house in Dolgiy Lane. No one answered the calls and knocks at the apartment door. Neighbors said that living there Ulyana Lanskaya behaves strangely. The woman, whose child was placed under guardianship, bought sweets and showed interest in other people’s boys and girls.

One of the locals said that he allegedly heard children’s screams coming from the apartment the day before. At this time, it was decided to open the front door. When the investigators entered the room, it became clear that they were late, and Sophia was found dead. Traces of violent death were found on the child’s body. Hundreds of people gathered at the house where the tragedy occurred. I didn’t want to believe in the irreparable, many had tears in their eyes.

Detained in Karelia

Law enforcement officers were not up to showing emotions. It was necessary to find and detain the suspect as soon as possible. We managed to cope with this task quickly.

“The first department for the investigation of particularly important cases, together with employees of the criminalistics department of the Regional Investigation Department and the Ministry of Internal Affairs of Russia in the Vologda region, the location of a woman born in 1981 was established on the territory of the Republic of Karelia,” the official website of the SU IC of the Russian Federation for the Vologda region reports.A woman, being a resident of the regional center, met a child on the street of the city on October 16, 2021. Having gained confidence, she brought the girl to her apartment located in Dolgom Lane, where she committed her murder, after which she disappeared withthe scene of the incident, leaving the region. The body of a child with signs of violent death was found tonight during a search in the home of an attacker, the door to whose apartment was opened with the involvement of emergency workers. A wide range of witnesses have been questioned in the criminal case brought under the control of the Chairman of the Investigative Committee of the Russian Federation. A woman suspected of committing a particularly serious crime is currently being taken to the investigative bodies of the SU IC of Russia in the Vologda Region for investigative actions.

According to the stories of neighbors and acquaintances, the deceased girl was very kind, sociable and trusting. The child lacked the usual human warmth — the mother abused alcohol and paid little attention to her daughter. Sophia’s older brother was removed from the family by the guardianship authorities.

Children are still gullible. And adults are indifferent

According to available information, that day a woman approached two girls on the street, promised delicious food, sweets and cartoons at her house, and the children willingly followed the “kind aunt”.

What was in the suspect’s mind at that moment, why she committed a monstrous crime, is still unknown. According to preliminary data, the woman was found in a deranged state, and she cannot give any explanations yet. Given that she has a mental illness, there is a possibility that instead of imprisonment, she may be forced to undergo treatment in a closed clinic. However, this issue will be decided by the court.

Representatives of the competent authorities will also have to answer. Some considered it permissible for a 9-year-old child to live with a drinking mother who does not notice where her daughter is for days. Others ignored desperate signals about the strange behavior of a 40-year-old woman who clearly posed a threat to others, primarily for children. The result of such indifference is the death of a child.

In the XXI century, children remain children — they are still gullible, still ready to believe that adults have good intentions. Just like decades ago, the attackers lead them away with promises of sweets and cartoons. Tracing the chain of events that led to the death of a child, you find that the terrible scenario could have been interrupted if at least someone showed a little more attention and responsibility. People, be vigilant!

What happens if you don’t open the door to the census taker?

The population census started in Russia on October 15. The census takers will go around all residents and fill out the census forms, and you can also answer the questionnaire questions yourself at special sites or at the My Documents centers. For the first time, you can take part in the census online on the public services portal.

Is it possible not to open the door to the scribe?

The census is a completely voluntary procedure. Therefore, citizens have the right to refuse to allow census takers to their homes or to participate in the census in any way. There is no responsibility for such a refusal.

“The constitutional right of any person not to let strangers into his house,” said the head of the Rosstat department Irina Zbarskaya on the radio “Vesti FM”.

How can the scribes react to the refusal to let them into the dwelling?

Scribes do not have the right to demand from citizens that they let them into the premises.

In no case can a copyist break down the door, order it to be opened. He should talk to the residents gently and unobtrusively, if the door is not opened, then our employee should turn around and leave,” Zbarskaya explained.

If the census taker does not find the residents of the house, he can leave a leaflet in the mailbox with information about the census with the addresses of the nearest sites, as well as the opportunity to independently fill out the census forms on the portal of public services, the press service of the Ministry of Internal Affairs of the Russian Federation reported.

Why is it important to participate in the census?

The population census is conducted in order to find out exactly how many people live in each region and district of the country, who lives there and in what conditions. Most of the information received during the census is not contained in the databases of registry offices, the Ministry of Internal Affairs and other departments. The information received will help to adjust government programs and will contribute to the development and planning of business, according to the official website of the All-Russian Population Census.

Therefore, if a part of the population refuses to take part in the survey, the general idea of the inhabitants of the country will be distorted. A policy aimed at improving the standard of living of citizens may not give the desired result.

224 scientific schools. New “Quantoriums” are opening in the country

Plot National projects

Since the beginning of this academic year, thanks to the national project “Education”, children’s technoparks “Quantorium” began to open on the basis of schools. Previously, technoparks were opened only in institutions of additional education, but now children will be able to study promising engineering directions without leaving the school office.

This path is the only true one for the organization of education.This is exactly the conclusion made in the analytical report made by the All-Russian Center for the Study of Public Opinion together with the ANO “National Priorities”.School and additional education should be built as a single system and are effective only when they are implemented jointly.

It is believed that great opportunities for scientific and technical creativity open exclusively to gifted children living in megacities, but this is not the case. The success of every child is important, regardless of his place of residence and the social status of his family, therefore, additional education centers are being opened all over the country, where schoolchildren can study for freepromising and in-demand areas.If earlier children’s technoparks were opened only in institutions of additional education, now “Quantoriums” are created on the basis of schools. Absolutely any student can study in them for free without entrance tests. In total, more than 1 million 300 thousand new places of additional education for children will be created by the end of 2024.

135 children’s technoparks “Quantorium” have already been opened across the country. And by 2024, their number will reach 359, including 224 on the basis of schools.

“Quantoriums” are platforms where children from 10 to 18 years old can master promising engineering areas, such as laser and neurotechnology, artificial intelligence, unmanned aircraft, programming and 3D modeling. And also implement their own projects using virtual and augmented reality, assemble and program quadrocopters, robots, prototype on 3D printers, etc.

The first school Quantorium in Karelia was opened in Petrozavodsk. The technopark appeared in the city school No. 2 in the Kukkovka microdistrict. It is equipped with the most modern equipment, where children can test their theoretical knowledge in physics, chemistry, biology, computer science in practice. These are 3D printers, designers for assembling solar-powered car models, spare parts for robotics classes and much more. «Any school should be warm, cozy,and it should be full of opportunities for the development and education of children,” Roman Golubev, Minister of Education and Sports of Karelia, said at the opening. And I am sincerely glad that today we are opening a “Quantorium”, in the coming years the same technoparks will appear in other educational institutions of the republic. This became possible thanks to the national project “Education”, and is a logical continuation of our so-called large quantorium “Sampo”.

In the Kemerovo region, the first school children’s technopark “Quantorium” opened its doors in gymnasium No. 6 of the city of Mezhdurechensk.More than 21 million rubles were allocated from the federal and regional budgets for its creation. About 2 thousand Mezhdurechensk schoolchildren will be able to study in the new technopark. «Quantorium» became the first technopark of the new school format. With its help, students will study physics, chemistry, biology and technology at an advanced level, as well as develop additional skills in natural science and technology.The Technopark is equipped witheducational and research laboratory of biosignals and neurotechnologies, digital laboratories of physics and chemistry, robotic kits, 3D printers, laptops, microscopes, etc. In the modern educational space, children will be engaged in project activities, get acquainted with the professions of the future, prepare for competitions and Olympiads. The Kuzbass network of quantoriums already includes five technoparks: two more stationary ones are open in Kemerovo and Novokuznetsk, two mobile ones ply the remote territories of the north and south of Kuzbass. In addition, it is planned to open five more children’s technology parks by 2024.

In Yuzhno-Sakhalinsk, on the basis of school No. 31, the children’s technopark “Quantorium” has started working. This is the fourth site in the regional center.The technopark is equipped with high-tech equipment, in modern classrooms students will be able to learn the basics of subjects of the natural science cycle in practice, expand knowledge in the field of physics, chemistry, biology. The institution has all the conditions for research activities, engineering and technical creativity. Also, starting from the lower grades, children will be engaged in additional education. In particular, recruitment for robotics is actively underway.

“It is noteworthy that a new Quantorium has opened in Novo-Alexandrovsk. This will make modern areas of additional education more accessible to residents of remote areas, and not only children from our school, but also students from other schools will be able to study under additional education programs,” notes the director of school No. 31 Tatiana Berezhnaya.

The technopark presents a natural science profile (physics, chemistry, biology), a technological profile “Bio”, which includes an educational and research laboratory of biosignals, as well as a nanolab equipped with modern high-tech equipment that allows synthesizing, modifying and studying materials at micro and nanoscale.

For students of the Alexandrovsky district of the Orenburg region, “industrial design”, “3D modeling”, “virtual and augmented reality” are already quite familiar concepts that they got acquainted with during additional general development classes at the “Point of Growth”.And soon the guys will also start studying in the mobile technopark “Quantorium”, on October 11, the mobile “Quantorium” left for the Alexandrovsky district.

“In this academic year, he will travel four times for one academic week. In addition, we plan to organize a number of practical excursions for district school students and teachers. This will help to unlock the potential of technically gifted children and develop career guidance in schools,” said the specialist of the district Department of education .Alla Matviychuk.

Alexander teachers have already familiarized themselves with the work of the quantorium and its capabilities, becoming participants in a workshop organized for teachers of the territories to which the mobile quantorium will travel this year.

“This is a very useful experience, because the areas of work presented by our students are very much in demand. We are already familiar with this field of activity, but we are trying to explore the possibilities of innovative technologies as deeply as possible and transfer this knowledge to schoolchildren,” said a participant of the workshop, the head of the “Growth Points” at the Alexander School named after V.D. Roshchepkin Maxim Drankin.

In total, the work of the mobile quantorium in the Alexandrovsky district is planned to cover 170 students.

For reference:

The analytical report on education in Russia was prepared jointly by the All-Russian Center for the Study of Public Opinion and the ANO “National Priorities”, it was attended by more than 30 experts in the field of education. According to the report, school and additional education are being built in Russia as a single system aimed at forming a harmonious personality in a child and obtaining a wide range of competencies.

Key functions of school education:

•provides students with basic knowledge and skills necessary for life in the modern world;

•forms a key skill «the ability to learn ».

Additional education today performs four key functions:

•helps to deepen the knowledge and skills of a student at the level of the first stage of professional education;

•promotes the development of soft skills in the student, forming a harmonious versatile personality;

•allows you to realize the child’s interest in a particular area and reveal his abilities;

bull;allows you to test new educational models that can be applied in the future within the framework of school education.

The role of National projects in additional (extracurricular) education:

Today, additional education implemented in national projects “Education”, “Demography” (federal project “Sport”), “Ecology”, “Culture”, “Tourism” help a child to develop a very diverse range of professional, social, intellectual skills and competencies.
