Families with children. The Ombudsman on the inclusion of new initiatives in the EP program

On August 11, a working visit of the Commissioner for Children’s Rights under the President of the Russian Federation took place Anna Kuznetsova in Omsk, during which she stated the need to develop a new approach to assessing the need for providing services to families with children who are in a difficult life situation.

“Even the casual earnings of a minor child are taken into account in the income, and the family cannot receive the required benefits, benefits and payments. We are creating a serious problem-the child understands that there is no need to work, motivation decreases, and the mother may also hinder the child’s earnings. We agreed to apply to the Government of the Russian Federation, directly to the Ministry of Labor for the development of more flexible criteria for assessing the need of families who have fallen into a difficult life situation, ” she explained. 

A federal resource center is needed

The second proposal came from parents of children with special needs and orphan diseases. In their opinion, it is necessary to create a federal resource center. 

“The demand for it is high, especially in the regions. We need specialists at the federal level who will become navigators for timely assistance to the child, without leaving mothers with such children alone with this situation, ” the children’s Ombudsman said.

Anna Kuznetsova stressed that earlier the people’s program of “United Russia” included initiatives related to the support of families with children, in particular, the provision of additional leave for parents who go with their children to rehabilitation, as well as support for grandparents who take care of children. 

“Realizing that we were accurate with one block of proposals, we always find new ones that are needed today. I would like them to be included in the program either in a specific (narrow) formulation, or included in more serious formulations that would characterize the problem as a whole. This task is important. But it is even more important to achieve their implementation, ” she noted. 

Also, following the results of the visit to Omsk, Anna Kuznetsova noted the need to change the principles of the system of guardianship and guardianship bodies. 

“We have checked various institutions and identified a range of problems that are pushing for this solution. I am glad that a decision has been made in the region to create a working group on the reform of guardianship and guardianship authorities. It is necessary to preserve the family as much as possible. This is not a task of monitoring, but of supporting and accompanying those families who find themselves in a difficult situation, ” the Commissioner for Children’s Rights stressed.

The system of providing housing for orphaned children also requires changes. 

“We are seeking the adoption of a state program for the construction of housing for them. This is a fundamentally important task that needs to be solved. It is relevant for the Omsk region and many regions of Russia. We discussed the need for transparent monitoring of the queue movement by orphans, there is also such a request. We will contactThe Ministry of Finance wants to make it possible for orphaned children to watch how the queue moves at Public Services, ” she concluded.
