Ex-Deputy Head of the Ministry of Education and Vice President of Sberbank Marina Rakova he is being held in a case of fraud on a particularly large scale. As reported by the media with reference to law enforcement agencies, searches were conducted in the apartment of Rakova and at her workplace in the bank.

“Currently, investigators are interrogating Rakova in a case initiated under Part 4 of Article 159 of the Criminal Code of the Russian Federation (fraud on a particularly large scale). This case may be related to her work at the Ministry of Education of the Russian Federation,” the source told TASS.

“While serving as deputy head of the Ministry of Education, she lobbied for the allocation of budget funds to the Fund for New Forms of Education Development (FNFRO), where she was CEO. The money was directed to the implementation of state contracts within the framework of the federal project “Teacher of the Future”. Profile examinations revealed falsifications of the reportingdocumentation on „scientific research “ of the Russian-British private university „sHaninka“ (official name — Moscow Higher School of Social and Economic Sciences). It is alleged that the FNFRO illegally accepted the work performed by the university and unreasonably paid the money,” the source told RIA Novosti with reference to the investigation. 

The agency’s source added that, in addition to falsifying documents, Rakov is considered to be involved in the theft of more than 50 million rubles. In addition, information is being checked on the possible involvement of Cancer in embezzlement in the framework of at least three more contracts worth 150 million rubles. According to the article fraud on a particularly large scale, Cancer faces up to ten years in prison, Kommersant reported.

Searches also took place at the surroundings of Rakova, in particular, at high-ranking officials of Sberbank, who previously worked with her in the Fund for New Forms of Education Development and in the Ministry of Education.

Marina Nikolaevna Rakova was born on April 7, 1983 in Gornyak, Altai Krai.

She grew up in a family of a teacher and a prosecutor.

Until 2000, she studied at Gymnasium No. 74 in Barnaul. Participated in international forums, contests and competitions, such as Intel ISEF, European contest for young scientists.

From 1998 to 2002, Rakova studied fundamental mathematics at the Bauman Moscow State Technical University. She also received additional education at the Altai Academy of Economics and Law.

In 2016, Rakova became the leader of the strategic initiative “A new model of additional education for children”.

In the same year, she headed the project office of the priority project “Affordable Additional Education for Children”, and in 2018 became the administrator of the priority project. In her position, in particular, she was engaged in the creation of children’s technoparks “Quantorium”. In 2017, the project received a nomination for the “Development Award”.

By order of the Prime Minister of Russia dated October 15, 2018, Marina Nikolaevna was appointed to the post of Deputy Minister of Education of the Russian Federation.

Among the main achievements in this position: the creation of more than two thousand open education centers of digital and humanitarian profiles in small towns and villages “Points of growth” in fifty subjects of Russia, more than a hundred children’s technology parks “Quantorium”, several “dozens” of IT cubes”centers for training future specialists in the field of digital technologies.
