Amendments were made to the Federal Law “On Defense”. At the legislative level, the category of “confidential” includes information related to the implementation of measures in the field of defense, which was not a state secret and was not publicly available.
Under the concept of official secrets in the field of defense will fall information formed in the exercise of powers by the authorities of the Russian Federation, the authorities of the subjects of the Russian Federation, local governments and organizations for the preparation of measures in the field of defense, “the dissemination of which may cause harm in the implementation of these measures”. This information is “restricted information” and is not subject to disclosure.
The list of information that is an official secret in the field of defense will be determined by the heads of federal executive authorities and federal state bodies that provide for military service. The lists will be published in the public domain and revised as necessary.
The signed law deals with administrative liability in accordance with Article 13.14 of the Administrative Code, which provides for fines for the disclosure of information with limited access. For citizens, they will be from 500 to 1000 rubles, for officials-from 4000 to 5000 rubles. For military personnel of the Armed Forces of the Russian Federation, other troops and formations, as well as citizens called up for military training, disciplinary liability will apply in accordance with the Disciplinary Charter of the Armed Forces of the Russian Federation.
