The State Duma adopted in the first reading a bill introduced by “United Russia” to ban the write-off of social payments to repay citizens’ debts, TASS reports.

According to the document, banks will not be able to write off social payments from the state to repay debts on loans without obtaining additional consent of the borrower.

At the same time, the provisions of the law will be retroactive with respect to money received into the account from January 1 of the current year.

The norm will apply not only to one-time payments appointed by the President of the Russian Federation and the federal government, but also to other types of social support, including benefits for pregnant women in difficult situations.

The document was developed after President Vladimir Putin called on parliamentarians to protect all social payments received by Russians from automatic write-off. In mid-September, the draft law was submitted to the Duma by a group of senators and deputies of the “EP” faction.
