The rector of Dagestan State Technical University (DSTU) was detained on charges of fraud on a particularly large scale (Part 4 of Article 159 of the Criminal Code) and official forgery (part 2 of Article 292 of the Criminal Code). This is reported by the press service of the Investigative Department of the Investigative Committee for the region.

What is known about the case against the rector of DSTU?
According to investigators, in 2015-2018, the rector of DSTU and some university officials transferred money from the scholarship account of the university to the settlement accounts of authorized persons. In the future, these funds were cashed out.
The accomplices also forged signatures in the payslips on the receipt of salaries and bonuses by university employees and received cash from the personal account “without their registration in the cashier of the educational institution”. As a result of criminal actions, members of an organized group stole money allocated to the university from the federal budget, totaling over 90 million rubles.
The rector of DSTU was detained in accordance with Articles 91, 92 of the Criminal Procedure Code of the Russian Federation, the issue of choosing a preventive measure in the form of detention is being resolved. Searches were conducted at the place of residence, registration and in the office of the accused. The investigation of the criminal case continues, measures are being taken to identify other accomplices of the crime.
Earlier, criminal cases against two former leading accountants of the university accused of committing crimes under Part 4 of Article 159 and Part 2 of Article 292 of the Criminal Code of the Russian Federation were sent to court for consideration on the merits.
What is known about the rector of DSTU?
The DSTU website says that Nurmagomed Surakatov started working at Dagestan State Technical University in 1997. Then he held the position of assistant of the Department of Public Administration and Regional Economics, and in 1999 he became a senior lecturer of the department. In 2002, Surakatov was elected to the post of associate professor of the department, and in 2003 – head of the department. In 2007, he became Dean of the Faculty of Public and Municipal Administration, in 2010 – Vice-Rector for Economics. Since 2017, Surakatov has worked as a vice-rector for Academic Affairs. His total teaching experience is 21 years.
Nurmagomed Surakatov became the rector of DSTU in March 2020.
In 2013, the teacher was awarded the title of “Honorary Worker of Higher Professional Education of the Russian Federation”.
Nurmagomed Surakatov is also the winner of the personnel management competition “My Dagestan”, held with the support of the Presidential Administration of the Russian Federation in the Republic of Dagestan.
