What is the essence of the law on labeling cats, dogs and other animals?

Cats, dogs and other pets will be included in the federal law on mandatory labeling and registration of animals. This was reported to “News” by the first Deputy Chairman of the State Duma Committee on Ecology, Natural Resources and Environmental Protection Vladimir Burmatov.

He recalled that in November last year, the Ministry of Agriculture submitted amendments to the draft law “On Amendments to Certain Legislative Acts of the Russian Federation in terms of improving the legal regulation of relations in the field of veterinary medicine” to the State Duma. It was only about the labeling of agricultural animals located in private and farm farms. According to Burmatov, the item on pets will supplement this bill for the second reading. The first one will take place next week, on January 26.

What is the essence of the bill on animal labeling?

The bill introduces technical amendments regarding the replacement of the term “identification” by the term “labeling”. It is also noted that to ensure veterinary safety in the country, all information about animals, including domestic ones, will be contained in the unified database of the Federal State Information System in the field of Veterinary Medicine (FGIS).

“Animals are subject to individual or group labeling and accounting in order to prevent the spread of infectious animal diseases, as well as in order to identify sources and ways of spreading pathogens of infectious animal diseases,” the bill says.

As follows from the explanatory note, animal labeling is necessary primarily for the traceability of livestock products. And also for the prompt identification of the source of the outbreak of diseases, which are often common in animals and humans. 

Currently, the bill specifies a list of 14 types of farm animals. According to statistics, this is more than 600 thousand individuals. Among them:

  • cattle;
  • pigs;
  • sheep and goats;
  • horses;
  • donkeys;
  • mules and mules;
  • camels;
  • reindeer;
  • poultry;
  • rabbits;
  • fur-bearing animals;
  • bees;
  • fish;
  • other aquatic animals.

Why label pets?

Mandatory labeling of animals will help reduce the number of homeless cats and dogs on the streets, Vladimir Burmatov believes. And also to bring to justice the owners of aggressive animals.

“People are waiting for the registration of cats and dogs the most, because there are a lot of lost animals, which in case of identification would be easier to find. It is also impossible to hold negligent owners accountable for a discarded pet.In some regions, owners let their dogs go on a samovygul, and they get together in packs and attack people. There are already tragic examples, but the owners cannot be held accountable because they refuse their dogs. Therefore, animal accounting is needed,” Burmatov explained to Izvestia.

What is animal labeling and accounting?

Marking an animal is the assignment of a unique alphanumeric number to it, which is entered into the database of the Federal State Information System in the Field of Veterinary Medicine.

“Labeling is the application to the body of an animal, fixing on the body of an animal or the introduction into the body of an animal of visual or mixed (a combination of visual and electronic) means of labeling and is the responsibility of animal owners,” the bill says.

The registration of an animal is the entry of information about its marking (its number), information about external characteristics, the purpose and method of keeping the animal and data about the owner into the FGIS register.

It is also noted that “the registration of animals will be carried out within the time limits specified by the Government of the Russian Federation”.

Who chooses the method of marking an animal, what it is and how much it costs?

The owner can choose the method of marking the animal himself. Veterinary regulations provide for the following types of labeling (the cost is indicated according to the calculations of the Ministry of Agriculture):

  • plastic tag (unit price — 14-20 rubles, the cost of the installation service — 50-70 rubles);
  • subcutaneous microchip (price — 90-140 rubles, installation — 50-100 rubles);
  • electronic bolus — capsule (price — 50-200 rubles, introduction — 100-150 rubles);
  • tattooing and branding —brand (price — 200-500 rubles; application — price not specified);
  • ring (price 5-10 rubles, banding 20-50 rubles);
  • collar (price 150-250 rubles).

Who should pay for the marking of the animal and its registration?

The records will be kept free of charge by the veterinary service, as well as by its certified specialists. But the marking of the animal will be carried out at the expense of its owner. 

Who is legally allowed not to label?

Animals labeled before the entry into force of the new regulations, as well as pets that have undergone this procedure outside the Russian Federation, are not subject to re-labeling, the bill says.

In addition, wild animals in natural conditions are not subject to individual or group labeling and accounting.

Russian mathematicians have proposed a neural network for effective monitoring of the quality of the road surface, the press service of Moscow State University reports.

MSU employees presented their own combination of well-known methods based on the U-Net neural network architecture. This development accurately detects cracks in the images of the roadway. According to the researchers, this approach can give rise to new real-time road monitoring systems. The results of the study are published on the pages of the IEEE Access journal.

The head of the work, Vladimir Polovnikov, explained that the creators of the network used well-known methods, but found new combinations that led to the creation of a practical algorithm.

Earlier, ecologists of Moscow State University proposed to change the MPC of chemical elements for urban soils. To date, MPCs are used in Russia, which correspond to the maximum level of the substance content that does not harm human health and soils.

The Latvian authorities refused to send their military to Ukraine

Строить и перевозить одновременно

«Весной в планах открыть новую станцию Минская будущего МЦД-4. Вместе с одноимённой станцией Солн­цевской линии московского метро она образует новый транспортный хаб, – рассказывает на своей странице ВКонтакте мэр Собянин. – С открытием движения по четвёртому диаметру у жителей 23 растущих районов Москвы появятся новые варианты для поездок на общественном транспорте. До конца года закончим строить станции Печатники и Марьина Роща на МЦД-2. Завершим реконструкцию Толстопальцево, Мещерской, Переделкино, Лесного Городка, Очаково на МЦД-4 и Тимирязевской МЦД-1. А также свяжем станции Окружная МЦД-1 и МЦК тёплым переходом».

Минскую запустят в режиме ограниченной работоспособности. Поначалу там будут действовать только одна платформа и пассажирский вестибюль. Это нормальная практика для Москвы. Многие транспортные объекты запускаются в несколько этапов: станции открывают для поездок, даже если в непосредственной близости от платформы продолжаются строительные работы и прокладка коммуникаций.

Связка для двух вокзалов

Вышеперечисленные остановки далеко не единственные, где сейчас работают строители. Например, недавно начали возводить остановки Поклонная, Кутузово и Камушки. Они находятся на соединительной ветке между Киевским и Смоленским направлениями МЖД, которая не менее важна, чем любой из диаметров. Он позволит интегрировать железную дорогу с МЦК, запустить МЦД-4 и связать Белорусский и Киевский вокзалы.

По словам зам­мэра Москвы по вопросам градостроительной политики и строительства Андрея Бочкарёва, на соединительной ветке уже «построены путепровод через Киевское направление МЖД, мост через Москву-реку и железнодорожная эстакада от Москвы-реки до Звенигородского шоссе. А возведённая в районе Москва-Сити железнодорожная эстакада стала самой протяжённой в столице – её длина превышает 2 км».
