Russian Prime Minister Mikhail Mishustin has signed an order necessary to launch a system of state accounting of greenhouse gas emissions in the country from next year, the government’s press service reports.

Among the substances to be accounted for are carbon dioxide (CO2), methane, nitrous oxide, sulfur hexafluoride, hydrofluorocarbons and perfluorocarbons, as well as nitrogen trifluoride.

The list is based on the Kyoto Protocol to the UN Framework Convention on Climate Change and the Concept of the formation of a system for monitoring greenhouse Gas Emissions, approved by the Government in 2015.

The press service of the Cabinet of Ministers noted that the order is aimed at implementing the law on limiting greenhouse gas emissions signed by the president in July. The document assumes the introduction of mandatory reporting for large enterprises and the creation of a special information system where these data will be entered. Mechanisms to encourage investment in climate projects are also proposed. In particular, we are talking about the restoration of forests or the modernization of industrial facilities based on resource-saving technologies.

In addition, it is planned to set targets for limiting emissions, taking into account the President’s instructions to reduce the amount of greenhouse gas emissions accumulated from 2021 to 2050 to lower values than in the EU.

The first results in the field of greenhouse effect theory were obtained back in the XIX century, at that time there was no politicization of this problem. The most accurate quantitative estimates came in the 1960s and 1970s, when there was a decrease in temperature and there was talk of global cooling.

There is also an opinion that climatologists who talk about the anthropogenic factor are working against the interests of Russia, doing it with foreign grants. And those who claim the fallacy of this hypothesis are patriots. But this is also not the case. We, climatologists, know what is happening with the climate, we understand the consequences of warming, including for Russia. We have a northern country, and forin addition to negative consequences, there are also positive ones. We do not advocate turning headlong onto the rails of “green” energy.
